Original language: noOslo kommune ved Barne- og familieetaten (BFE) inviterer til konkurranse med forhandling i to trinn i forbindelse med anskaffelse av rammeavtaler om kjøp av institusjonsplasser.
Formålet med anskaffelsen er å sikre Oslo kommune forutsigbar tilgang på institusjonsplasser til barn og unge når kommunen ikke har tilstrekkelig kapasitet i egen regi. Anskaffelsen skal bidra til at barn og unge får riktig hjelp til riktig tid i tråd med barnevernsloven §1-1, gjennom lovpålagte, forsvarlige og kostnadseffektive tjenester.
Anskaffelsen gjelder tjenester som innebærer utøvelse av offentlig myndighet. Følgelig kommer verken lov av 17. juni 2016 nr. 73 om offentlige anskaffelser (LOA) eller forskrift om offentlige anskaffelser av 12. august 2016 nr. 974 (FOA) til anvendelse, jf. FOA § 2-4 første ledd bokstav h).
I første trinn vil oppdragsgiver vurdere hvilke leverandører som oppfyller kvalifikasjonskravene og dermed er kvalifisert til å delta i den videre konkurransen. Leverandørene skal derfor på dette stadiet kun levere dokumentasjon som er nødvendig for å dokumentere oppfyllelse av kvalifikasjonskravene.
Leverandører som blir kvalifisert, vil bli invitert til å delta i tilbudsfasen. Nærmere informasjon om krav til tjenestene, kontraktsvilkår og øvrige forhold vil bli gjort tilgjengelig for de kvalifiserte leverandørene i neste fase av konkurransen.
