Home safety devices, alarm receiving service and alarm receiving system

Lapland wellbeing services county is requesting tenders for a package that includes: 1. Home safety devices for the clients of Lapland wellbeing services county 2. Alarm receiving service 3. Alarm receiving system for producing the aforementioned service as the wellbeing services county's own operation. In the procurement, safety devices mean various home safety devices that can improve the safety of a client living at home. The safety devices to be procured include safety phones and their accessories, a locating safety wristband, and a solution for door monitoring in communal living. Alarm receiving service means a service where alarms coming through safety devices are received, an initial assessment of the need for help is made, and the request is forwarded to safety responders. The service must operate around the clock every day of the year. Alarm receiving system means a system with which the client can receive alarms from different safety devices and forward them as tasks to safety responders. Lapland wellbeing services county intends to take the alarm receiving service into its own operation according to the preliminary schedule in spring 2028. The wellbeing services county will procure the alarm receiving service until the receiving system is implemented, after which the procurement of the receiving service will end. The subject of the procurement is described in more detail in the request for tenders and its appendices, especially in Appendix 1 "Description of the subject of procurement". The competition will select one supplier as a framework agreement supplier. Through the framework arrangement, the wellbeing services county will procure safety devices and services from the selected supplier as needed during the contract period. The needs of the wellbeing services county may vary during the contract period, and the request for tenders does not commit to specific procurement quantities. The contract period of the framework agreement is a fixed term of two years, after which the contract continues indefinitely. The contracting entity intends to conclude a contract with the selected supplier immediately after the tender period has ended, the tenders have been evaluated, the procurement decision has been made, and the appeal period has expired. The contracting entity estimates this to be around October 2026. The schedules for the implementation of device replacements and other commissioning-related activities will be agreed upon together with the selected supplier, taking into account the needs of both parties. In addition, the alarm receiving system as a whole will be procured from the selected supplier, including the supply of the system and its continuous service. The contract for the continuous service of the system is valid indefinitely. The procurement has not been divided into lots because it is an integrated whole of goods and services, the compatibility of all its parts must be ensured. For the safety of the clients of Lapland wellbeing services county, it is important that one supplier is responsible for the functionality of the entire package. The procurement notice has been published for the second time because two previous procurement procedures had to be interrupted due to the need to amend the procurement documents.
