SZW zoekt een partij, of een combinatie van twee partijen, die een lerende evaluatie kan opzetten rondom de 13 nieuwe pilots startbanen. De evaluatie moet op een dusdanige manier ingericht worden dat gedurende de evaluatie het concept startbanen en de werkzame mechanismes daarvoor nader gedefinieerd, ingevuld en (met evidence) onderbouwd worden.
De lerende evaluatie heeft tot hoofddoel: Het verder vullen van de evidence based practice van (de werkzame mechanismen van) het concept startbanen.
