Inleiding
Middels deze vrijwillige aankondiging vooraf wil de gemeente Enschede conform artikel 4.16 lid 1 sub b Aw 2012 marktpartijen op de hoogte brengen van het voornemen om deze opdracht aan Holland Mechanics te gunnen en een overeenkomst met deze partij te sluiten. Gemeente Enschede heeft hiervoor een onderhandelingsprocedure zonder aankondiging toegepast, omdat mededinging om technische redenen ontbreekt (art 2.32 lid 1 sub b Aw 2012). De gemeente Enschede treedt op als aanbestedende dienst en wil één opdrachtnemer contracteren voor het leveren van een machine voor het plaatsen van spaken in fietswielen, in combinatie met een machine die de wielen op de juiste spanning brengt. Samen vormen deze machines een complete ‘spaakstraat’. Daarnaast omvat de opdracht een onderhoudscontract voor vier jaar, zowel preventief als correctief.
