The project aims at supporting gender-responsive job creation and helping generate economic opportunities for women-led micro, small and medium enterprises (MSMEs) across various productive sectors with high growth potential. Through this objective, the project will foster the economic security, stability and prosperity of women entrepreneurs and women-led MSMEs in Lebanon. The project includes three main components: Component 1: Ensuring that government institutions are more responsive to women’s needs through processes that are more conducive to doing business. Component 2: Ensuring that women-led MSMEs have access to the financial resources needed to grow and remain sustainable. Component 3: Ensuring that women-led MSMEs receive the necessary technical support to increase their access to local and international markets. The project was developed in response to the multiple crises that have affected Lebanon, particularly the financial crisis, which has hindered the ability of MSMEs in general, and women-led MSMEs in particular, to access the financing needed to grow. With the collapse of the banking system and the resulting depletion of all sources of financing, access to finance is considered one of the biggest impediments preventing MSMEs, particularly women-led MSMEs, from developing and taking their businesses to the next level. This has compounded the existing barriers faced by women entrepreneurs, including stringent collateral requirements, high interest rates, complex documentation processes, sub-optimal financial literacy and the absence of market information. In light of the current situation and the ongoing conflict, and based on consultations held with WEE project beneficiaries, it became clear that MSMEs, particularly women-led and women-owned MSMEs, require more targeted, timely and practical support to: Access market information; Understand export requirements; Identify opportunities; and Navigate the increasingly complex trade environment. Many MSMEs continue to face challenges related to limited access to accurate information, changing regulations, weak market intelligence and limited capacity to assess export readiness and comply with market requirements. To respond to these needs, the project will strengthen the capacity of the National Trade Help Desk (NTHD) team through dedicated Artificial Intelligence (AI) training sessions. These sessions will equip the NTHD team with practical tools and methods to use AI more effectively in: Trade intelligence; Market research; Regulatory and compliance checks; HS code classification; and The preparation of clear advisory outputs for MSMEs. The training will also support the team in improving the quality, speed and consistency of the services provided through the Help Desk. By building these capacities, the NTHD will be better positioned to provide MSMEs with more responsive, reliable and tailored support, helping them identify new market opportunities, understand export procedures and make more informed business decisions. This will directly contribute to the WEE project’s objective of improving access to technical support and strengthening the competitiveness and market access of women-led enterprises in Lebanon. This Terms of Reference (TOR) outlines the scope of work, qualifications and expected deliverables for the AI Trainer, who will be responsible for: Designing the training content; Developing the supporting tools and materials; and Delivering the AI training sessions for the National Trade Help Desk team. The Trainer will ensure that the sessions are practical, context-specific and tailored to the day-to-day functions of the NTHD, with a focus on strengthening the team’s capacity to use AI tools responsibly and effectively in trade intelligence, market research, regulatory and compliance research, HS code classification and MSME advisory services. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK UNDP is seeking the services of a licensed AI Trainer to design and deliver a tailored Training of Trainers (ToT) programme for the National Trade Help Desk team, consisting of 16 members. The training will aim to strengthen the team’s capacity to understand, use and transfer practical AI applications that can support: Trade intelligence; Market research; Regulatory and compliance research; HS code classification; and MSME advisory services. Under this consultancy, the Consultant will be requested to deliver four training sessions covering key AI concepts, practical tools, applied use cases and responsible AI practices relevant to the work of the National Trade Help Desk. The training should be practical, hands-on and adapted to the day-to-day functions of Help Desk officers, enabling participants to use AI tools more effectively while ensuring accuracy, verification, data protection and accountability. Training Modules The modules should cover the following areas: Introduction to Artificial Intelligence Understanding what AI is, what it is not, its key limitations and the main types of AI failure modes that users should be aware of when applying AI tools in professional settings. Using AI as a Main Assistant for NTHD Tasks Practical use of AI models to support the daily work of the National Trade Help Desk, including research, drafting, analysis, summarization, content preparation and responding to MSME inquiries. Overview of AI Tools and Platforms Introduction to different AI tools, platforms and applications relevant to trade support services, including guidance on which tools are most appropriate for specific Help Desk tasks. Creating an AI-Powered Workspace Guidance on how to create and organize a dedicated AI-powered workspace to support NTHD operations, workflows, knowledge management and internal coordination. Supporting MSMEs Through AI-Assisted Services Practical approaches for using AI to support MSMEs with market information, export readiness, regulatory guidance, product classification and the preparation of clear advisory outputs. Prompt Engineering Fundamentals Application of structured prompt-engineering techniques to improve the quality, accuracy, relevance and consistency of AI-generated outputs, with a focus on trade-related tasks. Creating AI Assistants Development of prototype AI assistants tailored to selected NTHD workflows, such as: Responding to inquiries; Preparing export briefs; Supporting HS code classification; and Producing MSME guidance notes. Verifying and Fact-Checking AI-Generated Information Application of a repeatable verification process to review AI-generated outputs, validate information against reliable sources and support findings with primary-source references. Use of Trade-Specific AI Tools Practical use of AI-supported trade tools and resources to prepare verified export briefs, market snapshots, regulatory summaries and other trade-related outputs. HS Code Classification with AI Use of AI tools to support the classification of Lebanese products while cross-checking results against verified customs, tariff and product-classification databases. Market Intelligence and Trade Data Analysis Development of repeatable workflows for producing sourced, structured and verifiable market-intelligence briefs, including information on: Demand trends; Competitors; Import requirements; and Potential opportunities. Trade Regulations and Compliance Research Use of AI to support research on export requirements, technical regulations, standards, documentation, labelling, certification and compliance procedures, with clear references to official sources. Communicating Findings Clearly to MSMEs Converting technical trade, market and regulatory information into concise, practical and MSME-friendly outputs, such as: One-page briefs; Checklists; Frequently asked questions; and Guidance notes. In addition, the training should include modules on: Data privacy; AI governance; AI ethics; and Facilitation techniques. These modules should enable trainers to deliver the basic concepts effectively and support MSMEs in applying AI tools responsibly and practically. Evaluation and Expected Outcomes The Consultant will be required to design a pre- and post-training assessment to measure participants’ knowledge, skills and confidence before and after the four-session AI training programme. The Consultant should analyse the results and provide a short assessment report showing the level of improvement achieved by participants, including: Clear before-and-after results; Key observations; and Recommendations for further capacity strengthening. Upon completion of the training programme, participants should be able to: Assist Lebanese MSMEs with trade and export-related requests and inquiries more efficiently and with greater confidence. Use ChatGPT as their main AI assistant for daily National Trade Help Desk tasks, building on the team’s existing familiarity with the tool. Apply a repeatable verification protocol to ensure that AI-supported outputs are accurate, reliable and supported by primary-source citations. Conduct HS code classification, market-intelligence research and trade-regulation lookups using ChatGPT in combination with ITC trade tools and other reliable sources. Translate technical export findings into clear, practical and MSME-ready one-page briefs in Arabic and English. Build and use personal AI assistants tailored to their own Help Desk workflows. Apply data privacy, security, AI governance and ethics principles to all AI-supported Help Desk activities. Train and coach junior staff within their respective entities using the same tools, methods and materials, enabling them to act confidently as internal trainers. The Consultant will also be responsible for preparing and sharing all training materials with the NTHD team, including: Presentations; Handouts; Practical exercises; Templates; Checklists; Sample prompts; Verification guides; and Any other tools needed to support the team’s continued use of AI after the training. EXPECTED DELIVERABLES The Consultant is expected to complete the above tasks and activities, noting that the total duration should not exceed two months, without exceeding 13 working days per month. INSTITUTIONAL ARRANGEMENTS The work is expected to start upon contract signature. The Consultant will work under the overall guidance of the UNDP WEE Project Manager, in close coordination with the UNDP team. The Consultant will rely on his or her own means of communication and transportation. Transportation and communication fees for the Consultant should be included in the financial offer. The title rights, copyrights and all other rights of whatsoever nature in any material produced under the provisions of this TOR will be vested exclusively in UNDP. UNDP has full ownership of the activity and its final product. Therefore, any public mention, including through social media, about the activity should clearly state that ownership. Any public appearance related to the activity should be coordinated with and approved by UNDP. In the event of any delay, the Consultant will inform UNDP promptly so that decisions and remedial action may be taken accordingly. Delays that affect the flow of collaborative work and the delivery of outputs on schedule may lead to termination of the contract. Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions as needed to ensure the quality and relevance of the work. DURATION OF WORK The assigned duration for this consultancy is two months, without exceeding 13 working days per month.
