UNICEF Thailand is seeking a qualified institutional contractor to develop an interactive e-learning experience for Early Childhood Development (ECD) teachers in Thailand.

The selected contractor will be responsible for transforming hard-copy formats into an e-based learning platform that fully aligns with the defined learning objectives.BackgroundUNICEF Thailand, in partnership with the Department of local Administration (DLA), is supporting the development of a modular training manual for Early Childhood Development centre teachers to improve quality of early childhood education (ECE) services and contribute to improved early childhood development (ECD).  The training manual is based on a series of teachers training workshops which were conducted with 27 ECD demonstration centers under Bangkok Metropolitan Administration (BMA) and Department of Local Administration (DLA) in 2019 and later in 2022 with 21 ECD centres in Mae Hong Son province.The current training package comprises of 5 modules covering a) Brain and Learning in Early Childhood, b) Early Childhood Competency, c) Classroom Management for Early Childhood, d) Establishing Community Network for Early Childhood Care, and e) Teacher Communication and Readiness.

The objective is to support in-service teacher professional development for interested early childhood education (ECE) teachers as well as teacher educators in Thailand at scale.

The training manual is final and available in hard copy format for in-person training; and the next step is to develop it as an online course to assist in independent and self-paced learning or delivered via blended learning approaches.The e-learning course will be hosted by the Thailand Cyber University (TCU), a government organization under the Ministry of Higher Education, Science, Research, and Innovation.

TCU manages the Thai Massive Open Online Course (MOOC) platform, an online platform which provide equitable access to high-quality education for Thai teachers, educators, and citizens at no cost.

TCU aims to promote lifelong learning through upskilling and reskilling.Objectives, Purpose & Expected resultsUNICEF is looking for an institutional contractor to transform the hard copy format into an e-based learning experience and in line with the defined learning objectives.

This e-learning module will serve as materials/resources for ECD teacher’s professional development toward quality of ECD services and Centres.  The awarded contractor will work closely with UNICEF Thailand, DLA, and TCU in the development of this e-learning module.The primary target users are in-service early childhood development (ECD) centre teachers employed or affiliated with Department of Local Administration (DLA) across Thailand, and ECD teachers under Bangkok Metropolitan Administration (BMA).

Secondary users include interested teacher educators and trainers supporting ECD teachers’ professional development.The overall objective of the assignment is to:Transform the available ECE teacher training manual comprising of 5 modules into an e-based/digitized interactive experience that enables self-learning for ECD teachers and teacher educators.  At the end of the learning journey in the training manual should have the provision of generating a certificate of completion.Design the e-based learning experience and ensure all instructional strategies, interactive elements such as quizzes, feedback, and multimedia components are explicitly linked to defined learning objectives for each module.Develop user-friendly learning experiences and accessible to users with no prior exposure to online platforms, ensuring simplicity and intuitive use.Ensure the e-based learning is well aligned with the hosting platform architecture (TCU MOOC platform), including leveraging its full potential and ensuring optimal learning experiences – considering the different levels of digital literacy among proposed users, predominant use of mobile devices, and intermittent or low-bandwidth internet connectivity, particularly in rural and remote areas.Description of the assignmentThe existing ECE training manual will be provided to the awarded contractor as the authoritative source content for this assignment.

The contractor is responsible for instructional adaptation and digitization, not for substantive changes to technical or pedagogical content unless explicitly requested by UNICEF.

If necessary, any proposed content revisions must be documented and submitted for approval prior to implementation.

UNICEF, in consultation with DLA, retains final editorial authority over all content.The contractor will be supervised by UNICEF and should closely coordinate with UNICEF subject matter expert regarding the visualization and interactivity of the content, to gain a clear understanding of the material and organizational context.
