Expression of Interest for the provision of hotel and conference services in Senegal (Dakar and Saly – Petite Côte)

Agency: UN Secretariat | Reference: EOIUNODC24667 | Type: Request for EOI The UNODC Regional Office invites interested and eligible suppliers to express their interest in providing hotel and conference services in Senegal. This REOI aims to identify suppliers who may be invited to participate in a future Request for Proposals (RFP) with a view to concluding long-term agreement(s) (LTA) with mini-competitions (call offs) for individual events. This REOI is not a tender and does not guarantee any contract. A. Scope (basic services – mandatory) The supplier must be able to provide, at a minimum, the following basic services for events organized by UNODC with its partners: 1. Accommodation in hotels capable of hosting conferences (hotels offering only accommodation are not acceptable) BB rates (room + breakfast) and HB/FB supplements when required Management of room blocks, rooming lists, and group check-in/check-out Consolidated billing after stay and issuance of supporting documents 2. Meeting facilities / conference services On-site meeting rooms suitable for workshops/conferences (plenary and breakout sessions as needed) Conference and didactic materials Standard meeting packages (e.g., "day delegate" package or equivalent) and basic meeting support 3. Catering Coffee breaks; lunches; dinners when required, served at the hotel. Catering and food services for off-site meetings. Ability to manage dietary requirements (e.g., vegetarian/vegan, halal, allergies) 4. Ground transportation Airport transfers, local shuttles within the city, if necessary for the activity. B. Optional services (may be requested during "call-offs") The following services may be requested and must be priced separately if offered: Translation and interpretation services including interpretation equipment C. Geographical coverage by lots (indicative) The upcoming RFP is expected to be structured into two geographical lots: Lot 1: Dakar (including Diamniadio) Lot 2: Saly - Petite Côte Suppliers may express their interest for one lot or both. D. UNDSS Requirement (mandatory condition) The proposed establishment must be limited to hotels recommended and listed by the United Nations Department of Safety and Security (UNDSS). List applicable to Senegal on the dates of the events (subject to internal verification). E. Eligible Bidder Categories The upcoming RFP is expected to be open to: • Hotels capable of hosting conferences, • Service integrators / DMCs / event agencies capable of providing basic services through partner hotels/venues. When the bidder is a service integrator, the RFP will require price transparency, including the absence of mark-up on re-billed costs from the hotel/venue/catering and the application of a coordination fee (service fee) clearly defined as the integrator's sole remuneration. Specific Requirements/Information As a minimum, suppliers must confirm: • their ability to provide accommodation with on-site and off-site meeting rooms and catering (basic services); • their capacity and experience in organizing and coordinating group events for International Organizations. • their availability to participate in mini-competitions within the framework of an LTA; • the ability to propose UNDSS cleared/recommended hotels (subject to verification); • the principle acceptance of net 30 days payment terms after service execution (to be confirmed in the RFP). This expression of interest does not constitute a tender. UNODC reserves the right to modify or cancel the REOI at any time during the expression of interest process. The same applies to the subsequent RFP procedure. UNODC also reserves the right to require additional conditions at the time of the tender document publication. Expressing interest does not automatically guarantee participation in the tender.
