Description

The World Bank Group invites qualified consulting firms to express their interest in providing consulting services for the Market Analysis and Demand Assessment (MADA) for Bali Tourism Development, Indonesia. The assignment will provide a rigorous assessment of current and future domestic and international tourism demand for Bali and the supply-side requirements needed to accommodate future demand. The analysis will inform the identification and prioritization of Key Tourism Areas (KTAs), infrastructure planning and costing, integrated tourism master planning, and the economic and financial analysis of future public and private investments. The assignment will include a baseline analysis of tourism supply and demand; identification and assessment of KTAs; qualitative and quantitative consumer and market research; preparation of medium- and long-term tourism demand projections and alternative growth scenarios; identification of priority KTAs and their product, infrastructure, accessibility, and other development requirements; assessment of Bali's role as a tourism superhub linked with Lombok and Labuan Bajo; and preparation of a market development strategy covering areas such as aviation, visas, branding, partnerships, and distribution. The work will apply a regenerative tourism approach, considering destination and carrying capacity, environmental and socio-cultural conditions, local economic benefits, market potential, and the interventions required to support sustainable and competitive tourism development. Interested firms should demonstrate relevant experience in tourism demand forecasting and scenario modelling, qualitative and quantitative tourism market research, destination planning and infrastructure assessment, and tourism market development and branding. Experience in sustainable or regenerative tourism and Indonesia or Southeast Asia would be an advantage. The assignment is expected to have a total duration of approximately 40 weeks and will require close consultation with the World Bank Group and relevant Government of Indonesia agencies and stakeholders.
