Ladies and Gentleman,
1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Sierra Leone (the “Government”) have entered into a Millennium Challenge Compact on September 27, 2024 for assistance to help facilitate poverty reduction through economic growth in Sierra Leone (the “Compact”) in the amount of Four Hundred Eighty Million United States Dollars (USD $480,000,000) (“MCC Funding”) which includes an additional Fourteen Million Two Hundred Thousand United States Dollars (USD 14,200,000) contribution from the Government of Sierra Leone. The Government, acting through the Millennium Challenge Account – Sierra Leone (the “Accountable Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Consultant Qualifications (“RCQ”) is issued.
2. The Compact program includes the following projects:
a. Transmission Backbone Project aims to address the unreliability of the transmission system and improve access to the central grid. It focuses on strengthening the national transmission network to ensure stable and efficient power delivery across the country.
b. Distribution & Access Project is designed to address the unreliability of the distribution system and expand access to electricity services. It focuses on improving last-mile connectivity and enhancing the overall performance of the distribution network.
c. Power Sector Reform Project aims to address the financial unsustainability and underperformance of the energy sector. It focuses on strengthening sector governance, planning, and financial viability to support long-term sustainability.
3. MCC requires that all beneficiaries of MCC funding, including the Accountable Entity and any applicants, bidders, suppliers, contractors, consultants, sub-consultants, and subcontractors under MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC’s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (“MCC’s AFC Policy”) is applicable to all procurements and contracts involving MCC funding and is available on MCC’s website at:

4. MCA-Sierra Leone now invites Qualifications from legally constituted consulting firms and other eligible organizations to provide Data Quality Review services for the Compact Monitoring and Evaluation (M&E) Plan, as detailed in the Terms of Reference (TOR) at Annex 2. Sub-contracting is permitted up to twenty percent (20%) of the total consultancy work. This RCQ is open to all eligible entities ("Consultants") who wish to respond.
5. The Consultant will be selected in accordance with the Consultants' Qualifications Selection (CQS) method conducted in two stages: Stage 1 (Qualifications) and Stage 2 (Technical Approach & Methodology and Financial Offer) as defined in the AE Procurement & Policy Guidelines. provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
6. The assignment will be carried out in Freetown, Sierra Leone, with possible travel within the country as required for data collection and stakeholder consultations. The expected duration of the assignment is six (6) months, with an anticipated start date of September 2026.

Before preparing its Qualifications, the Consultant is advised to review the Terms of Reference at Annex 2, which describe the assignment in detail, and the Evaluation Criteria at Annex 3, which delineate how the Qualifications shall be evaluated. The required qualifications and experience of the Consultant’s proposed staff are indicated therein.
