Client:     National Road Administration, Administração Nacional de  Estradas, Instituto                            Publico (ANE, IP)

1. The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Climate Resilient Roads for the North (CRRN), and intends to apply part of the proceeds for Consultancy Services for a Monitoring and Evaluation Officer for ANE Project Implementation Unit (PIU), in Cabo Delgado province hereafter designated the “Services”.

2. The objective of the consultancy assignment is to support ANE,IP’s, IP Project Implementation Unit (PIU), in Cabo Delgado province, to strengthen the PIU's technical capacity in order to guarantee the adequate implementation of the all activities related to the project. Therefore, the consultant will be responsible for implementing and supervising the activities in specific areas of the CRRN following ANE,IP guidelines, manuals and standards.

3. The detailed Terms of Reference (ToR) for the assignment can be obtained at the address below.

4. The Administração Nacional de Estradas, IP now invites eligible Individual Consultants “Consultants” to express their interest in providing the Services during two (2) years full time at ANE, IP’s Project Implementation Unit (PIU), in Cabo Delgado province.

5. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

6. The evaluation of expressions of interest will be made on qualitative basis according to a robust matrix of strengths and weaknesses and the shortlist will be composed from the list of qualified individual consultants considering the following criteria:

  • University Degree preferably in Business Administration, Economics or related field;
  • At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by World Bank, African Development Bank and Government entities;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven skills in establishment and management of database;
  • Expertise in analyzing data using statistical tools;
  • Strong training & facilitation skills;
  • Fluency in Portuguese and English is required;
  • Experience of working in the northern region of Mozambique is an advantage.

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. The Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Procurement Regulations.
