Assignment Title: Supervision of Works for the Construction of Medium and Low Voltage Networks in the Southern and Northern Regions of Mozambique

1. The Government of Mozambique (GoM) hereinafter referred to as “the Borrower” have received the Grant funds from International Development Association (IDA) towards the cost of Accelerating the Transformation of Access to Clean and Sustainable Energy (ASCENT). Part of the funds have been channeled through the national Power Utility, Electricidade de Moçambique, E.P. (EDM) as the Project Implementation Agency (for aspects related to the construction of electrical networks and associated work) and EDM intends to allocate part of the funds to the procurement of consultancy and construction supervision services.

2. The consulting services (“the Services”) includes a time-based contract for Supervision of Works for the Construction of Medium and Low Voltage Networks in the Southern and Northern Regions of Mozambique, whose total estimated period of the contract is Thirty-Six (36) months.

4. Electricidade de Moçambique now invites eligible Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) The firm must demonstrate experience in activities of a similar nature and magnitude in the sector of in the power distribution sector, including experience in works of new connections including experience in training of power utility personnel;

b) The firm must demonstrate that it has specific experience in supervising World Bank-financed electric power distribution projects. The firm must be submit the detailed description of similar assignments previously carried out;

c) The firm must demonstrate experience in supervising projects in which an E&S component, based on World Bank regulations, was implemented. This demonstration of experience must be accompanied by the submission of at least two letters of recommendation confirming the provision of similar services.

d) Experience in similar conditions in SADC and in other regions shall be attached as supporting documentation for the expression of interest.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s "Procurement Regulations for IPF Borrowers" September 2025 ("Procurement Regulations"), setting forth the World Bank’s policy on conflict of interest.

6. The Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.

8.
