Measurement system hardware (iMG)

The subject of the tender is the supply of measurement system hardware consisting of smart meters, load shedding solutions, and data concentrators for use in the electricity distribution network of Technischen Betriebe Rorschacherberg. Load shedding solutions include both integrated load shedding contacts of the smart meters and optionally deployable external load shedding devices or modules. The hardware used will be introduced as part of a phased rollout to replace the existing AMIS solution. The offered measurement system hardware must be fully compatible and integrable into the head-end systems (HES) operated and supported by the measurement service provider of Technischen Betriebe Rorschacherberg from the manufacturers Landis+Gyr or Semax Amera. Integration must be carried out without functional limitations and must ensure stable, secure, and efficient operation in normal operation. The restriction to the mentioned head-end systems is for objective reasons, particularly to ensure operational safety, IT and data security, economic efficiency of system operation, and to avoid parallel system landscapes during ongoing operations. The tender is designed to be manufacturer-neutral. Suppliers of measurement system hardware from other manufacturers are expressly permitted, provided they can demonstrate that full and unrestricted integration into one of the mentioned head-end systems is guaranteed without additional effort, costs, or dependencies for the contracting authority or the measurement service provider. The main communication is via G3-PLC FCC. In addition, P2P mobile communication (e.g., for hard-to-reach measurement points or for occasional AMIS smart meter replacement) is required as a supplementary feature. The smart meters and data concentrators must be designed accordingly, and it must be possible to switch between communication methods as easily as possible, as well as to enable parallel operation of communication channels. The smart meters and data concentrators are used for reliable recording, temporary storage, and transmission of measurement data and are designed for multipoint operation in a smart metering field infrastructure. The devices used must support common communication methods as well as open and standardized interfaces to ensure interoperability with the existing HES systems and the backend systems of the measurement service provider. All components must comply with the relevant legal, normative, and technical requirements in Switzerland (especially metrology, data security, and electromagnetic compatibility) and be suitable for long-term use in the distribution network.
