Hankinta on vesi- ja energiahuollon, liikenteen ja postipalvelujen alalla toimivien yksiköiden hankinnoista ja käyttöoikeussopimuksista annetun lain (1398/2016, jäljempänä erityisalojen hankintalaki) 13 §:n kynnysarvon ylittävä käyttöoikeussopimuksen hankinta. Hankinnassa käytetään erityisalojen hankintalain 38 § neuvottelumenettelyä muistuttavaa menettelyä. Kilpailutuksen perusteella valittava operaattori voi käyttöoikeussopimusten perusteella sijoittaa sopimusten kohteena oleviin mainospaikkoihin mainospintoja ja myydä niistä media-aikaa omille asiakkailleen. Operaattori vastaa mainoslaitteiden hankkimisesta, asentamisesta ja huoltamisesta kustannuksellaan niin, että mainoslaitteet toimivat ja että niiden sisältö näkyy häiriöttömästi.
