Der Europäische Sozialfonds soll dem Grunde nach auch in der künftigen Förderperiode 2028 - 2034 fortgeführt werden. Grundlagen für die Umsetzung wird u.a. der Nationale und Regionale Partnerschaftsplan (NRPP) als Teil des neuen „Mehrjährigen Finanzrahmens der Europäischen Union für den Zeitraum 2028 bis 2034“ (MFR 2028-2034) sein. Weiterhin sind die Verordnungsvorschläge der Europäischen Kommission (KOM) zur Förderperiode 2028 - 2034, die aktuell noch verhandelt werden, als Rechtsgrundlagen zu berücksichtigen. Die Mitgliedstaaten bekommen seitens der (KOM) ein festes EU-Budget zugewiesen und legen im NRPP fest, wie die Mittel auf die verschiedenen Politikbereiche verteilt werden. Der Deutsche Nationale und Regionale Partnerschaftsplan (DNRPP) soll auf der Basis der obigen Verordnungsvorschläge in sektorale und regionale Kapitel untergliedert werden. Das Bundesminsiterium für Arbeit und Soziales (BMAS) ist auf der Basis der obigen Verordnungsvorschläge im Rahmen seiner Federführung für den ESF in den bisherigen FP sowie der innerstaatlich vereinbarten Aufgabenverteilung im DNRPP zuständig für a) die Erstellung des Kapitels „Soziales“ auf Bundesebene b) die Einbindung der relevanten Partner für das Kapitel „Soziales“ auf Bundesebene und c) die erweiterte Köhärenzabstimmung zwischen Bund und Ländern zum EU-Ziel „Soziales“ Zu den obigen Aufgaben ist im Rahmen dieser Ausschreibung jeweils ein Leistungsbaustein vorgesehen. Die Arbeiten sollen unmittelbar nach Zuschlagserteilung beginnen und zum Start der Förderperiode mit der Genehmigung des NRPP durch die KOM abgeschlossen werden. Hauptvertragslaufzeit: Die Leistungserbringung soll direkt nach der Zuschlagserteilung beginnen (geplant für 10/2026). Der Vertrag endet zum 31.01.2028. Optionen: 1.
