Mobile terminal devices 2026 (00725) SUBJECT OF THE PROCUREMENT
The subject of the procurement is mobile terminal devices (e.g., mobile phones and tablets), their accessories, and services related to mobile terminal devices.
Mobile terminal devices will be acquired as purchase devices, possibly utilizing the customer's own leasing agreement, and as service devices. Examples of services to be procured include pre-installation services, maintenance services, secure recycling services, and expert services.
A more detailed description of the subject of the procurement is provided in the request for proposal and its appendices, particularly in Appendix 1 "Description of the subject of the procurement".
CONTRACT PERIOD
The contract period is two (2) years. Hansel Oy has the right to extend the framework agreement by two (2) option periods of at most one year each, under the terms of the framework agreement. SEE also section 6 of the framework agreement in Appendix A of the request for proposal.
SCOPE OF THE FRAMEWORK AGREEMENT
The estimated value of the framework agreement is EUR 85,000,000 - 94,000,000 (VAT 0%), including option periods. The maximum value of the framework agreement is EUR 94,000,000 (VAT 0%).
The customers entitled to use the framework agreement and an estimate of when a Customer will start making procurements based on the framework agreement are described in Appendix B (Customers).
We estimate that during the contract period, including option periods, Customers will acquire approximately 200,000 mobile phones and approximately 20,000 tablets in total. Our estimate is that approximately 65% of mobile phones will be purchase devices and approximately 35% will be service devices. There is significant uncertainty at the time of publication of the request for proposal regarding the stated percentage share of purchase and service devices, as a key Customer related to the framework agreement may abandon the use of service devices during the contract period, which could change the distribution between purchase and service devices, significantly reducing the share of service devices from the stated total amount.
Uncertainties affecting the volume and temporal distribution of future procurements include, but are not limited to, the price level achieved through the tender, the activity of the selected supplier towards customers, customer organization and budget changes, the age and failure of currently used devices, technological development, and the general market price level.
The estimated value of the procurement during the contract period, including option periods, is distributed among Customers as follows:
- Over EUR 30 million: one (1) customer
- EUR 10,000,000 - 30,000,000: one (1) customer
- EUR 5,000,000 - 10,000,000: one (1) customer
- EUR 1,000,000 - 5,000,000: ten (10) customers
- EUR 500,000 - 1,000,000: ten (10) customers
- EUR 100,000 - 500,000: forty-one (42) customers
- less than EUR 100,000: sixty-two (62) customers
Nine (9) Customers have indicated that they will use their own procurement/ordering system or another system for making procurements or managing devices. The systems used by the aforementioned customers are: OMNI365 Gemini, ServiceNow, Onify, Matrix42 (Efecte), Basware, Microsoft Dynamics 365, Datacycle 360, and Invoice Ready. Some of the system data fields must be integrable with the supplier's system (e.g., device information, order reference, device user name, billing address, and changes to the device status will be updated in both directions after changes are made). Electronic data exchange between systems typically uses EDI, XML, or JSON messages, Web Services interfaces, or PunchOut technology. For clarity, it is stated that in addition to the aforementioned customers, other affiliated customers may also develop their ordering processes during the contract period. The need to use electronic procurement/ordering systems or other systems may increase during the contract period. If a Customer wishes to use their own procurement/ordering system or another system, the specific details of its implementation and reasonable costs will always be agreed separately between the Customer and the Supplier.
Four (4) customers have indicated that they use the Handi service. See Appendix 6 of the request for proposal for a description of the Handi service.
