"Modernization of the Entrepreneurship Center in Starachowice" under the investment title "Active City. Together for the Development of Starachowice"

The subject of the order is: 1) Development of design and cost documentation, i.e., performance of design works, covering the scope of planned construction works, in accordance with the scope described in the Functional-Utility Program (hereinafter also referred to as PFU) including obtaining all necessary opinions, approvals and permits, including a building permit decision, or notification of intent to perform construction works if required. 2) Performance of construction works resulting from the Functional-Utility Program, in accordance with the design documentation developed and accepted by the Contracting Authority, within the scope described in the PFU, including obtaining a positive decision for the use of the investment. The task is being carried out in connection with the project entitled "Active City. Together for the Development of Starachowice", financed under the Polish-Swiss Urban Development Program, co-financed by the Second Edition of Swiss Financial Aid for selected Member States of the European Union and from the state budget. The investment scope includes the design and construction of a service complex, including: • Demolition of existing workshop and garage buildings, while preserving the brick office and service buildings (A1 and A2) and workshop hall A3. • Expansion of building A1 towards Zgodna Street, creating a coherent and functional space that fits into the local urban context. Building designated B 9. • Construction of parallel buildings to building A1 on the opposite side of the plot, including an office building, behind which a workshop or service building is located, and further a workshop building on two levels of the terrain, analogous to the existing building A2. Workshop functions are planned in the basement, while offices or other services on the first floor. Buildings designated B 6, 7, 8. • Automotive and transport zone, located in the lower part of the area, where automotive services are currently located. This function will be maintained, and within its scope, a parking lot for TIR trucks will be planned. This includes the construction of two small buildings designated B 4 and 5 intended for individual activities, located in accordance with the current building line. NOTE!: At the design stage, the provisions of the Act of December 5, 2024, on population protection and civil defense (Journal of Laws 2024, item 1907) must be taken into account. The newly constructed complex is required to meet the requirements of the aforementioned act. The detailed scope of the order is defined by the Functional-Utility Program, which is an annex to these Terms and Conditions of the Tender. Full accessibility for people with mobility, visual, and hearing impairments is planned. All premises will be equipped with toilets adapted to the needs of people with disabilities, with appropriate shapes and dimensions, meeting accessibility requirements. Elevators and platforms will also be installed in the buildings to enable free access to all floors. As part of improving accessibility and aesthetics, the removal of existing ramps is planned. The space of sidewalks, elevators, and offices will be adapted to the needs of people with visual and hearing impairments, including seniors. Sidewalks are planned to be equipped with appropriate tactile indicators and contrasting markings, enabling free movement around the area. Elevators and offices will be equipped with tactile marking systems, audible (sound) systems, and high-contrast elements that facilitate movement within the space. The Contracting Authority does not require, but anticipates the possibility of a site visit by the Contractor before submitting the offer. Due to the fact that the order involves works in a closed area, the Contractor may conduct a site visit after prior arrangement with the Contracting Authority (milosz.golinski@starachowice.eu, tomasz.kaczmarski@starachowice.eu). The Contracting Authority requires the Contractor or subcontractor to employ persons performing the work on the basis of an employment relationship, within the meaning of art. 22 § 1 of the Act of June 26, 1974, Labor Code.
