Das unbefristete Landesprogramm "Zukunftsschulen NRW" existiert seit 2013 und zielt von Beginn an auf die erfolgreiche Verbreitung und Innovation der individuellen Förderung sowie der damit zusammenhängenden Schul- und Unterrichtsentwicklung über eine Zusammenarbeit in Netzwerken. Für das Programm "Zukunftsschulen NRW" zeigt eine aktuelle Auswertung der Netzwerkarbeit eine starke Heterogenität bezüglich der Umsetzung von Netzwerkarbeit sowie in der Qualität der Zusammenarbeit und Ergebnisse der Netzwerke: Um eine nachhaltige und qualitätsorientierte Schulentwicklung durch den Hebel der Zusammenarbeit im Netzwerk zu gewährleisten, benötigen die Schulnetzwerke der Zukunftsschulen NRW stärker als bisher systematische Begleitung auf der Prozessebene. Hierfür wird ein professioneller externer Anbieter gesucht, der bis zum ersten Halbjahr des Schuljahres 2028/2029 insgesamt vier Qualifizierungsmodule durchführt, die mit den Oberbegriffen "Konstituierung", "Projektmanagement", "Qualitätsmanagement" und "Bilanz, Verstetigung, Transfer" überschrieben sind. Ziel ist es, den teilnehmenden Fachkräften aus dem schulischen Bildungsbereich theoretische Kompetenzen zu vermitteln und sie gleichzeitig in die Lage zu versetzen, das Gelernte in der konkreten, folgenden Netzwerkarbeit unmittelbar anzuwenden und umzusetzen. Die Fortbildungsveranstaltungen sind überwiegend digital durchzuführen; bei einigen Terminen ist jedoch auch eine Teilnahme in Präsenz erforderlich. Mit der Leistungserbringung ist unmittelbar im Anschluss an das Vergabeverfahren zu beginnen, d.h. der Auftragnehmer hat unmittelbar für ein erstes Kick-Off-Treffen mit dem zuständigen Fachreferat des Auftraggebers sowie Vertretungen der Bezirksregierungen zur Verfügung zu stehen. Es wird darauf hingewiesen, dass es sich bei diesem Dokument um einen Vorabzug handelt, der im Laufe des Verfahrens noch fortgeschrieben werden kann.
