  1. The Government of Mozambique (GdM), hereinafter referred to as ‘the borrower’, has received grant funds from the International Development Association (IDA) to cover the cost of the Sustainable Energy and Broadband Access in Rural Areas of Mozambique Project (ProEnergia+). The funds were channelled through Eletricidade de Moçambique, E.P. (EDM). As the Project’s Implementing Agency, EDM intends to allocate part of the revenue to consultancy services.

 

  1. The consulting services (''the Services'') includes a Time-based contract for a Contract Management Specialist, whose total estimated period is twelve (12) months, Extensions (for additional 9 months) will be subject to satisfactory performance of the hired candidate and the availability of funds.

 

  1. The Electricidade de Moçambique now invites eligible individual consultant (''Consultants'') to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria will be based on the qualifications mentioned in the ToRs and summarized as follows: A Master Degree in Occupational Health and Safety, Environmental Health, Environmental Chemistry, Environmental Sciences or relevant areas such as Natural Sciences, Development Studies, Relevant certifications (e.g., NEBOSH level 6 or similar), Thorough understanding and experience of the implementation of OHS management systems such as ISO 45001; proven experience of at least ten (10) years as an Occupational Health and Safety Specialist in projects with extensive civil and/or electrical works; proven experience and skills in project management and leading OHS teams; In-depth knowledge of Mozambique occupational health and safety regulations, codes of practice, and standards, Solid knowledge of processes, equipment, and hazards related to occupational health and safety in civil/electrical works; experience in conducting OHS inspections, audits, risk assessments, incident investigations and implementation of corrective actions; excellent communication skills, with the ability to effectively deliver training programs and communicate OHS information to diverse audiences; strong analytical and problem-solving skills, with the ability to develop innovative OHS solutions; strong written and oral Portuguese and English language skills; ability to work independently, prioritize tasks and manage multiple work aspects simultaneously and Proficiency in using safety management software, databases and Microsoft Office Suite.

  1. The attention of interested Consultants is drawn to Section III, paragraphs 3.15, 3.16, and 3.17 of the Procurement Regulations for IPF Borrowers, 7thEdition, September 2025 Edition, which sets out the World Bank's policy on conflicts of interest.

 

  1. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
