Poikkeuksen muodostavat lisenssit, joista on olemassa omat puitejärjestelynsä, sellaiset lisenssit jotka valmistaja myy itse suoraan korkeakouluille, sekä moniin tietojärjestelmiin liittyvät lisenssit.
Itse tietojärjestelmien suunnittelu ja rakentaminen eivät kuulu tähän puitejärjestelyyn.
Sopimuksen tavoitteena on vähentää korkeakouluissa ohjelmistolisenssien hankkimiseen käytettävää työmäärää ja pitää hankintahinnat kohtuullisina.
Tarjousten vertailussa käytettävä tuotekori on ainoastaan tarjousten vertailuun tarkoitettu, eikä se rajoita mitä lisenssejä voidaan hankkia tämän puitejärjestelyn kautta.
