Het GLB-NSP (Gemeenschappelijk Landbouwbeleid ? Nationaal Strategisch Plan) is sinds 2023 van kracht en loopt tot en met 2027. Binnen dit programma worden subsidies verstrekt aan boeren en andere plattelandsactoren gericht op vergroening, innovatie en duurzame landbouw. Bij de uitvoering van het programma zijn meerdere bestuurslagen betrokken, waaronder provincies, RVO en het ministerie van LNV. Er zijn signalen dat de uitvoeringskosten relatief hoog zijn, mede als gevolg van complexe governance en uitvoeringsstructuren. Met het oog op de ontwikkeling van het volgende programmaplan (2028?2034) is behoefte aan inzicht in de kostenstructuur, mogelijke besparingen en de relatie met de huidige governance. Wat ga je doen? Inzichtelijk maken wat de totale uitvoeringskosten zijn van het GLB-NSP op verschillende bestuursniveaus (o.a. rijk, provincies, uitvoeringsorganisaties) en meer specifiek voor provincie Brabant. Analyseren waar eventuele bovenmatige of ineffici?nte kosten optreden en wat de oorzaken hiervan zijn. Doen van aanbevelingen om de uitvoeringskosten te reduceren voor de komende programmaperiode (2028?2034). Beschrijven van de huidige governance- en uitvoeringsstructuur van het GLB-NSP, inclusief verantwoordelijkheden, rollen en samenwerkingsvormen. Analyseren van de correlatie tussen de governance-structuur en de uitvoeringskosten: in hoeverre draagt de huidige opzet bij aan kostenstijging of -reductie? Resultaat Onderzoeksrapport met: Overzicht en analyse van de uitvoeringskosten GLB-NSP, voor provincie Brabant. Identificatie van bovenmatige of onevenredige kosten. Overzicht van de governance- en uitvoeringsstructuur. Analyse van de relatie tussen governance en kosten. Concreet advies over kostenreductie en governance-optimalisatie. Presentatie van de bevindingen aan betrokken opdrachtgever Met wie werk je samen? Kandidaat stemt onderzoeksplan en voortgang af met een stuurgroep of begeleidingscommissie bestaande uit vertegenwoordigers van team Europese programma?s: te weten GLB Co?rdinator, Programmabeheerser Slimme Financiering en Participaties (SFP), Financieel specialist team Europese Programma?s (EP), Teamleider EP en uitvoeringsorganisatie Stimulus. De eindrapportage wordt opgeleverd aan de hoofdopdrachtgever (Programmamanager SFP). Overige informatie Inzet is afhankelijk van beschikbaarheid data en interviews. Toegang tot benodigde documenten en data wordt in overleg gefaciliteerd. Interviews of dataverzameling bij betrokken uitvoerende partijen kunnen onderdeel zijn van het onderzoek. Eventuele vertrouwelijkheid of verwerking van privacygevoelige informatie moet plaatsvinden conform AVG-richtlijnen.
