1.Objet The Governor of the West Region, contracting authority, launches, an Opened National Invitation to tenders on behalf of west Regional Delegate of Public Works, delegated project owner, for the project manager of the execution of the bitumening work with a double -layer coating surface dressing of the road « inter n6· koupa kagnam government technical high school entrance • Koupa Kagnam Integrated Health Center», west region {9,Skm), (In emergency procedure). 2.Consistance des prestations - Mission 1: Directorate for the Execution of Works Contracts (DET); •:• Mission 2: Scheduling, management and coordination of construction sites (OPC); •:• Mission 3: Assistance during receptlonopsranons (AOR). •!• The holder's services are defined in more detail in the terms of reference 3.Cout Prévisionnel The estimated cost of this service at the end of the preliminary studies is: 20 000 OOO(Twenty million) CFA francs including tax; 4.Allotissement single lot 5.Participation et origine Participation is opened on equal terms to all categorized A, B, C, D and E companies established in Cameroon. 6.Financement The works, which are the subject of this Call for Tenders, are financed by BIP MINTP 2026 AND FOLOWING (ONE·OFF DELEGATION, IMPUTATION: 36 370 1 31000001 0620 7.Consultation du Dossier The physical version of the Invitation to Tender Document can be consulted during working hours at the Governor's Office of the West. It is also possible to obtain the electronic version of the file by free download at the addresses indicated above for the electronic version. However, submission is conditional on payment of the DAO purchase fees. 9.Remises des offres Bids written in French or English must be submitted via the COLEPS platform no later than 18 AOUT 2026 at 11 :30 am: 10.Delai de Livraison The global timeframe for this project is Six (06) months calendar: five (05) months for the project management of works and one (01) month for the establishment of the final report. 11.Cautionnement Provisoire Each bidder must attach to his administrative documents, a stamped, hand-paid bid bond of: 200 OOO(Two hundred thousand) CFA francs issued by an organization or financial institution approved by the Ministry of Finance to issue bonds in the areas of public procurement li.sted:iri·,Exhibit 14 of the DAO, The bond must remain valid for thirty (30) days beyond the initial validity period of the bids and be accompanied by a deposit receipt issued by the Caisse des Depots et Consignations (CDEC). The absence of the bid bond issued by a first-rate bank or a first-class financial institution authorized by the Ministry of Finance to issue guarantees in the context of public procurement, will lead to the outright rejection of the offer. A bid deposit produced but unrelated to the consutstonconcemed is considered to be missing. The bid deposit presented by a bidder during the bidding session is inadmissible.'·Moreover, and in accordance with the provisions of Circular N°0000141C/MINMAP/CAB of the 23™ July 2025, (Paragraph II, Item 4), the Procurement Committee shall ensure that the bid bonds presented in the context of this consultation consist of instruments issued by financial institutions and deposit receipts issued by the CDEC. 12.Ouverture des Plis Bids shall be opened in two phases, Administrative and technical files shall be opened on the 1 8 Août 2026 at 12.30 p.m. by the West Regional Tender Board located at the west Governor's meeting hall door 109, in the presence of the bidders or their duly authorized representatives having full knowledge of the file. And financial files shall be opened after evaluation of technical files, only the bidder whose technical files have been qualified shall see their financial files evaluated. 13.Attribution The contract will be awarded to the bidder whose offer is substantially compliant. technically and financially capable, and evaluated as the lowest bidder. 14.Durée Validité des Offres Bidders remain bound by their bids for one hundred and twenty (120) days from the initial deadline for submission of bids.
