1.Objet The Governor of the West Region, contracting authority, launches a n·ational open call for tenders on behalf of west Regional Delegate of MINH DU/West, delegated project owner, for the maintenance works certain roads section in certain municipalities of the western region in 002 (two lots (In emergency procedure) 2.Consistance des prestations hese works include the following operations, the list of which is not exhaustive (see the quantitative estimate for each lot) Preliminary work; ./ Cleaning and earthworks; ./ Roadwork's; ./ Sewerage and drainage work; ./ Engineering structures, hydraulic strucfurs.. - Moving networks. 3.Allotissement The services covered by this Tender Document are qrouped.lnto fo!Jr (04} lots distributed as follows 4.Participation et origine Participation is opened on equal terms to all Cameroonian ;cori1p~ni.es in the Building and Public Works sector (Categories A, B, C and D) established in Cameroon. 5.Financement The works covered by this Call for Tenders are financed by the PIB/MINHDU FOR FISCAL YEAR 2026, ONE-OFF DELEGATION. It can also be consulted online on the COLEPS platform at the addresses httpi//www.marchespublics.cm and http://www.publiccontracts.cm. http://www.publiccontracts.cm or on the ARMP website (http://www.armp.cm). 7.Acquisition du Dossier The physical version of the tender dossier can be obtained during wprking hours at the Governor's Office of the West Region, upon presentation of a receipt of payment to thepi.Jbiic Treasury of a non-refundable sum of: One hundred and thirty thousand (130 000) FCFA payable at the general Treasury of Bafoussam. It is also possible to obtain the electronic version of the file by free download at the addresses indicated above for the electronic version. However, submission is conditional on payment of the DAO purchase fees. 8.Remises des offres Bids written in French or English must be submitted via the COLEPS platform no later than 31 Août 2026 at 12:00 a.m. 9.Delai de Livraison The maximum execution time provided by the project Owner for the completion of the work, subject of this call for tender, is three (03) months for each lot, and take effect from the date of notification of the service order to start work. 10.Ouverture des Plis Bids will be opened in a single session on 31 Août 2026 at 13:00 a.m. by the Regional Public Contracts Board of the West Region at the Governor's Office (Room 109). Only bidders or their duly authorized representatives may attend. 11.Critères d'évaluation Eliminating criteria: a) Absence of administrative document or not conformity and not regularize within 48 hours after the opening of bid; ;, :; ' ,' ·' b) Absence of a signed, stamped and acquitted bid bond at the opening of files; c) Absence of a deposit receipt issued by the CDEC; •· ·. ' d) False declarations, fraudulent schemes or forged documents; e) Failure to comply with bids file format; f) Presence in the list of suspended companies g) Technical note lesser than 70% of total criteria's; h) Absence of not quantify unite price in the financial file; i) Steal having an on-going project of the year 2025 because of the bidder; j) Absence of the dated and signed commitment statement to comply with environmental and social clauses, k) Absence of the chart of integrity; I) Absence of a certified copy of certificate of categorizati.on or of the decision publishing the results of categorisation of companies; m) Absence of a financial capacity equal at least to ~~0/o ,of the provisional amount • 15.2 Essential criteria: ·· The main criteria for qualification details of which are found in Exhibit 12 of this DAO include: • OVERVIEW OF THE OFFER; • THE MANAGEMENT STAFF OF THE COMPANY; • METHODOLOGY OF EXECUTION OF WORK, 12.Attribution The contract will be awarded to the bidder whose offer is substantially compliant, technically and financially capable, and evaluated as the lowest bidder. NB: A bidder cannot be awarded more than one lot. 13.Durée Validité des Offres Bidders remain bound by their bids for one hundred and twenty (120) days from the initial deadline for submission of bids.
