Organization of a conference on the implementation and use of the EZD-RP system

1. The subject of the order is: a service consisting of the comprehensive organization of a conference and the provision of catering during the event titled “Conference on the implementation and use of the EZD RP system. Location of the order execution: EC1 Building in Łódź - Machine Hall EC1 (as part of the former power plant complex), ul. Targowa 1/3 90-022 Łódź. Date: June 9, 2026. Number of participants: maximum 600 people. The Ordering Party guarantees a minimum number of participants: 500. The final number of participants will be provided to the Contractor no later than 5 working days before the Event, i.e., before June 9, 2026. Detailed information regarding the Contractor's obligations is included in Annex No. 1 to SWZ-SOPZ. 2. The Detailed Description of the Subject of the Order is included in Annex No. 1 to SWZ. 3. Order execution deadline: the event will take place on June 9, 2026. The contract expires 5 working days after June 9, 2026, in connection with the services specified in Chapter III, section 4 of Annex No. 1 to SWZ- SOPZ. 5. The Ordering Party does not allow for negotiations to improve the content of offers submitted in response to the procurement notice. 6. Method of offer evaluation: The Ordering Party, when selecting the most advantageous offer among offers not subject to rejection, submitted in response to the procurement notice, will be guided by the criterion and its significance and will evaluate offers within the offer evaluation criterion. The Ordering Party will award the contract to the Contractor whose Offer obtains the highest number of points. 7. Pursuant to art. 5k of Council Regulation (EU) No 833/2014 of July 31, 2014, concerning restrictive measures in view of Russia's actions destabilizing the situation in Ukraine (OJ EU No L 229 of 31.7.2014, p. 1), as amended by Regulation 2022/57 and 2025/2033, hereinafter referred to as “Regulation 833/2014”, it is prohibited to award or further perform a public contract to or with: a) Russian citizens, natural persons residing in Russia or legal persons, entities or bodies based in Russia; b) legal persons, entities or bodies directly or indirectly owned by more than 50% by a natural or legal person, entity or body referred to in point a) or c) natural or legal persons, entities or bodies acting on behalf or under the direction of a natural or legal person, entity or body referred to in point a) or b), including subcontractors, suppliers or entities whose capacities are relied upon within the meaning of Directive 2014/24/EU, if they account for more than 10% of the contract value. 8. Pursuant to art. 222 sec. 4 of the Pzp Act, the Ordering Party informs that the total amount intended to finance the order is: PLN 503,070.00 gross, including the option right of PLN 20,295.00 gross. 9. The Ordering Party does not allow for the submission of variant offers. 10. The subject of the order is financed within the framework of the Project entitled “Support for the widespread use of electronic document management through the development and provision of a free EZD system, provision of the EZD RP SaaS2 cloud and implementation of the EZD system in the Polish public administration”, carried out by the Ministry of Digital Affairs in partnership with NASK-PIB within the framework of the National Reconstruction and Resilience Plan, financed by the funds of the Recovery and Resilience Facility and the European Union – NextGenerationEU [acronym: EZD-KPO]. 11.
