This tender concerns the planning and construction services for the establishment of a passive telecommunications network within the East Thuringia region. The project will be executed under an operator model, as defined in Section 3.2 of the Federal Funding Guideline. The passive telecommunications network will subsequently be leased to a network operator. The contracting authority, Thüringer Glasfasergesellschaft mbH, has secured funding through the Gigabit Guideline, which supports the expansion of telecommunications networks to gigabit speeds across Germany, as of April 26, 2021. Additionally, co-financing has been applied for from the Free State of Thuringia, based on its own Gigabit Guideline for the expansion of gigabit-capable broadband infrastructure, dated September 13, 2021. The passive telecommunications network to be built will be leased to Thüringer Netkom GmbH (TNK), which has already been awarded the contract for network operation in a separate, completed procurement process. This tender focuses specifically on the construction and planning aspects of the passive infrastructure, which is a prerequisite for the operational network.
