Invitation for Prequalification

International Competitive Bidding

1.This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. WB2217-800/11 of May 18, 2011 on-line and in DG Market.

2.The Republic of Indonesia has received a loan from the International Bank for Reconstruction and Development (IBRD)toward the cost of the Western Indonesia NationalRoads Improvement Project (WINRIP), and it intends toapply part of the proceeds of this loan to payments under the contracts for construction of national road Package 05: Sp. Rampa – Poriaha summary of the work requirement are shown below:

Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 1, 2006 & May 1, 2010, and is open to all applicant from eligible source countries, as defined in the guidelines.

It is expected that invitations for bid will be made in April 1, 2014.

3.The Ministry of Public Works (MPW), Directorate General of Highways (DGH) intends to prequalify contractors and/or firms for the works mentioned above.

4.Interested eligible applicants may choose to obtain the pre-qualification documents either by downloading from the MPW e-procurement website (to do this, access code mentioned on paragraph 5 below is required) or from the Procurement Committee (byrequest via email/air-land mail at address as stated above). In addition to pre-qualification documents, the details of pre-qualification information can be obtained from the Procurement Committee (by request)at the address as stated above from the December 23, 2013 and up to 24 hours prior to the deadline of application submission, from 09 : 00 to 16 : 00 Western Indonesian Time.

5.All applicants - Foreign and Domestic are strongly suggested to use the e-procurement system.In order to use this system, the applicant must register in the system electronically through the Ministry Public Works website, (www.pu.go.id) under the procurement section to obtain access code to the system. In particular, for foreign applicants, thisaccess code will be valid for WINRIP programs only. While for domestic applicants, usual registration for APBN (procurement for national budgeting) will be applicable. Also please note that the use of the e-Procurement System implemented by the Ministry of Public Works does not constitute electronic submission of pre-qualification application or bids.

6.Foreign applicants who are interested to work in Indonesia are required to have a working license certification "Badan Usaha Jasa Konstruksi Asing - BUJKA" by the Minister of Public Works Regulation (PERMEN PU) No. 05/PRT/M/2011 prior to signing the contract.

7.Interested applicants may form a joint venture to enhance their qualifications. Important: If the composition of a joint venture is changed or a new jointventure is formed, re-registration is requiredbefore the deadline of application submissionfor new access code as described in paragraph 5 above.

Note: For the purpose of this PQ document, a Joint Venture may also include "Joint Operation" (termed as "Kerjasama Operasi' in Bahasa Indonesia under GOI's Perpres 54/2010), except for distinction a JointOperation does not constitute the creation of a new legal entity whereas a formal intent (as evidenced by letter of intent) or an existing agreement among all partners of the Joint Operation is still required and all partners are still jointly and severally liable.

8.Applications for prequalification should be submitted in sealed envelopes, delivered to the addresses below by February 10, 2014
