3.National competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers March 2025 or the latest “Procurement Regulations”, and is open to all eligible Bidders as defined in the Procurement Regulations.
4.Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20 % and for Bid cost: 80%
The weighting to be given for Rated Criteria (including technical and non-price factors) is: 20%
The technical factors (and sub-factors if any), which for purposes of this document carry the same meaning as Rated Criteria, and the corresponding weight out of 100% are:

5. The bidding document in ENGLISH may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 4000 ETB ,The method of payment will be in Cash at the address below. The document will be collected by local representatives from the address given below or will be sent by bidders email address upon receipt of purchase fee.
6. Bids must be delivered to the address below on or before June 29, 2026 at 14:00p.m Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on June 29, 2026 at 14:00p.m. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
7.All Bids must be accompanied by a Bid Security .The bid Security shall be:
- unconditional Bank guarantee from a reputable Bank or CPO in the name of Ethiopian Electric Utility
- The bid security shall remain valid for a period of Twenty-Eight (28) days beyond the bid validity period.(November 24,2026) and the bid security shall be in the name of bidder or name of JV companies in case of JV.
8. The Bid security shall be packed with: Technical Envelop.
The amount and currency of the bid security shall be:
