PEI_ELT: Electrical and Information Technology Systems for New Research Campus

The Paul-Ehrlich-Institut (PEI) at its current location in Langen can only maintain its operations with increased effort and lacks the necessary future flexibility and urgently needed expansion space on the property. Therefore, a new research campus is to be built on a nearby plot of land. Due to its specific use with diverse laboratory operations, animal husbandry, and areas where genetic engineering work up to safety level 3 and activities according to the Biostoffverordnung up to protection level 3 are carried out, the new construction of this building complex must be based on the state of the art and technology, beyond the generally recognized rules of technology, which implies the highest demands on the execution of technical systems. For the new accommodation of the Paul-Ehrlich-Institut, the Federal Republic of Germany (BRD), through the Federal Ministry of Health (BMG), has commissioned the Federal Agency for Real Estate Tasks (BImA) to explore a new property that meets the requirements. The result of this exploration is the decision for a new building on a plot of land near the current location. The Construction Administration (BV) represents the BImA in its function as the federal client. The construction execution level (BdE) of the federal BV in Hesse is the State Construction and Real Estate Management of Hesse (LBIH) through organizational loan. The Upper Finance Directorate Frankfurt am Main (OFD) represents the supervisory level (FfE) of the BV. According to the current status, an integrated project delivery (IPA) based on a multi-party agreement (MPV) is planned for the new construction of the PEI. In addition to the subject matter of this contract, "Execution of electrical and information technology systems", five/six other companies are/will be contractual partners of the MPV to be concluded jointly with the client. The framework conditions can be found in the attached MPV. It is pointed out that the following division into lots is now planned for the construction-executing contractual partners: - Execution of extended shell construction including civil engineering, building envelope, and external facilities - Execution of extended interior finishing including laboratory fit-out - Execution of electrical and information technology systems - Execution of heating, air conditioning, ventilation, and sanitary systems (with MSR) Bid limitation: Multiple participation in tender procedures (planning and/or construction tenders) to find the MPV partners is excluded. Exceptions are the lots "Execution of electrical and information technology systems" and "Execution of heating, air conditioning, ventilation, and sanitary systems (with MSR)", which are conducted in separate tender procedures, although parallel participation is permitted.
