Invitation for Bids
Printing and delivery of EGL Materials for students and teachers

1. The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of Basic Education Improvement Project (BEIP), Ministry of Education, Youth and Sport and it intends to apply part of the proceeds toward payments under the Contract for Printing and delivery of EGL Materials for students and teachers, Ref: MoEYS-BEIP-ICB-G-002
2. The Ministry of Education, Youth and Sport now invites sealed Bids from eligible Bidders for Printing and delivery of EGL Materials for students and teachers. The final delivery destination is based on the distribution List (See Annex I). The printing period shall be 45 days after approval sample. The period of the delivery is 150 calendar days after approval sample.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2023, revised March 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20 % and for Bid cost: 80 %.
5. Interested eligible Bidders may obtain further information from Basic Education Improvement Project (BEIP), and the bidding document at the address given below between 27 June 2026 to 12 August 2026 from 08:00 – 12:00 and 13:30 – 17:30 hours (Cambodia Time), Monday through Friday, except public holidays.
6. The bidding document in English may be obtained by interested Bidders upon the submission of a written application in Google form link or QR code below. The decrement is free of charge.
7. Bids must be delivered to the address below on or before 13 August 2026 at 09:00 AM. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 09:00 AM on 13 August 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening
8. All Bids must be accompanied by a Bid Securing Declaration
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
