PROCUREMENT & DELIVERY OF ICT EQUIPMENT TO SUPPORT MPW, MCC AND PCC FOR CAPACITY BUILDING INTERVENTIONS

1. The Government of the Republic of Liberia has received financing from the World Bank toward the cost of the Liberia Urban Resilience Project (LURP) and intends to apply part of the proceeds toward payments under the contract for Procurement & Delivery of ICT Equipment to Support MPW, MCC and Capacity Building Interventions. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through Letter of Credit.
2. The Ministry of Public Works now invites sealed Bids from eligible Bidders for as shown below: Procurement & Delivery of ICT Equipment to Support MPW, MCC and Capacity Building Interventions

NB: More details on the required specifications are contained in the bidding documents. A margin of preference shall NOT apply. Bidders may quote for either one of all the lots. Each lot will be evaluated and awarded separately.
3. Bidding will be conducted through National Competitive Bidding procedures using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised November 2017 and August 2018, Revised September 2025 (seventh edition) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4 Interested eligible bidders may obtain further information from the address below and inspect the bidding documents during office hours from 9:00 am to 4:00 pm on Tuesday June 1, 2026.
5. A complete set of Bidding Documents in English may be purchased and collected by interested eligible Bidders at the address below upon payment of a non-refundable fee of One Hundred States Dollars (US$100.00) in cash to the PMU Project Finance Officer. Upon payment of the tender fee, Bidders are required to obtain an official receipt from the Accounts Unit before collecting the documents from the PMU Procurement Office at the Ministry of Public Works. No arrangements have been made for alternative methods of delivery of the Bidding Documents
6. Sealed Bids must be clearly marked: “Procurement & Delivery of ICT Equipment to Support MPW, MCC and Capacity Building Interventions” and delivered to the address below into the Bid Box located at the LURP/PMU Procurement Unit of the Ministry of Public Works on or before June 30, 2026, at 11:00 a.m.
- Bids shall remain valid for a period of 120 days after the bid submission deadline.
- Electronic Bidding will not be permitted.
- Late Bids will be rejected.

7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
8. For Bidders’ eligibility, Bids must be submitted together with the following documents:
- Valid Business Registration Certificate
- Articles of Incorporation
- Valid Liberia Revenue Authority (LRA) Tax Clearance
- Manufacturer’s Authorization Letter
- Most recent three (3) years’ Audited Financial Statements (2022, 2023 and 2024)
- Past Performance Report, including names, emails and contact numbers of at least three (3) previous clients
- Evidence of Business Activity Codes: G4741
