- The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Education for Skills and Employment (EASE), and intends to apply part of the proceeds toward payments under the contract for procurement of Procurement of Training Equipment and Accessories of Honey and Spice, Coffee Processing, Tea Processing, Dairy products and Agricultural Mechanization Technology for PTCs (Shire, Bonga, Tepi, Jinka and other Colleges)
- The Ministry of Labor and Skills now invites sealed Bids from eligible and qualified Bidders for the Procurement, Supply, Installation, Testing, Commissioning, and Training of Laboratory Training Equipment and Accessories for selected TVET institutions and training centers under the following five Lots:
Lot 1: Honey and Spice Training Laboratory Equipment and Accessories
Lot 2: Coffee Processing Laboratory Equipment and Accessories;
Lot 3: Tea Processing Training Laboratory Equipment and Accessories
Lot 4: Dairy product Processing Training Laboratory Equipment and Accessories
Lot 5: Agricultural Mechanization Technology Laboratory Equipment and Accessories;
The Goods and Related Services shall be delivered, installed, tested, commissioned, and made fully operational within six (6) months from the Effective Date of Contract or as specified in the Delivery and Completion Schedule. No margin of domestic preference shall apply.
Qualification Criteria | Minimum Requirement | ||||||||||||||||||
Financial Capability | The Bidder shall submit audited financial statements for the last three (3) years preceding the bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a Joint Venture (JV), this requirement shall be met by each member. | ||||||||||||||||||
Specific Experience | For each lot, the Bidder shall demonstrate that it has successfully completed at least two (2) contracts each with a value of not less than the amounts specified below; or one (1) contract with a value of not less than the amounts specified below, within the last Four (4) years prior to bid submission deadline, that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined, and each JV member shall have a minimum experience specified below.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.”.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40 %.
5. Interested eligible Bidders may obtain further information from Ministry of Labor and Skills (MoLS) Education and Skills for Employment (EASE), Haftom Gebregziabher / Ayenalem Alembo /, haftomease@gmail.com / alemdoda@gmail.com and inspect the request for proposals document during office hours from 8:30 hours - 12:30 hours Ethiopian Time and 13:30 hours - 17:00 hours Ethiopian Time from Monday to Friday at the address given below.
6. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 or ETB 16,000.00 or equivalent in a freely convertible currency. The method of payment will be in cash payment with CBE account 1000461142331 by the name Ministry of Labor and Skills-Education and Skills for Employability Project. The document will be sent by e-mail or bidders can collect it in person from the Ministry of Labor and Skills, EASE project office.
7. Bids must be delivered to the address below on September 1,2026 at 14:30 hours Ethiopian Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on September 1,2026 at 14:30 hours Ethiopian Time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security in the amount shown below or equivalent amount in a freely convertible currency.
