Contract Title: Procurement of Communications Hardware and Software, ICT Hardware (Servers and Ups and ERP Data Centre (Special Ups) and Air Conditioning Equipment
RFB Reference No.: AO-MINEA-GEPE-529933-GO-RFB
1. The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP) and intends to apply part of the proceeds toward payments under the contracts for Procurement of Communications Hardware and Software, ICT Hardware (Servers and UPS) and ERP Data Centre (Special Ups) and Air Conditioning Equipment. This contract will be jointly financed by French Development Agency. The bidding process will be governed by the World Bank’s Procurement Regulations. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Project Coordination Unit (PCU) of the Ministry of Energy and Water (MINEA) now invites sealed Bids from eligible Bidders for Procurement of Communications Hardware and Software, ICT Hardware (Servers and Ups and ERP Data Centre (Special Ups) and Air Conditioning Equipment, to be delivered at PRODEL Headquarters, Camama, Luanda, after award in One (1) lot comprising of the following Packages:
- Package I: Procurement of Communications Hardware and Software
- Package II: Procurement of ICT Hardware (UPS, Servers and ERP Data Centre - Special UPS)
- Package III: Procurement of Air Conditioning Equipment
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.
5. Interested eligible Bidders may obtain further information from Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP), Attn.: Mr. João Moreira Saraiva, Project Coordinator, E-mail: geral@esiap.ao, and copy to cachamba.amaral@esiap.ao, ayoub.nghasha@esiap.ao and inspect the bidding document during office hours, from Monday to Friday, 08:00 to 15:00 hours Luanda local Time.
6. The bidding document, in English, may be obtained, free of charge, by interested eligible Bidders, upon the submission of a written application to the address below. The Bidding Document will be sent by email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder.
7. Bids must be delivered to the address below on or before 10:30 am Angola Local Time on 3rd July 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10:30 a.m. Angola Local Time on 3rd July 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid-Securing Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
