- The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract.
- The Chairman, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible Bidders for Procurement of Supply, Installation, Operating System, Virtualization and Hardware Items of the National Building Research Institute. Implementation period: Three months. Warranty, Support and Maintenance: Period: 3 years.
3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

Bidder must meet the following minimum qualification criteria:

Lot 2 | Supply and licensing of commercial software, in the role of an authorized reseller, distributor, or systems integrator for at least five (5) years prior to the bid submission deadline. | Successfully completed at least one (1) contract of not less than LKR 100 Mn for the supply and licensing of enterprise software, including support services, within the last five (5) years. | (a) Minimum required Average Annual Turnover, over the last three (3) years shall be LKR 153 Mn, (b) Minimum required Liquid Assets, shall be LKR 5 Mn. |

5. The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR. 35,000.00 from September 24, 2026, between 9.00 am to 2.30 pm on any working day. The method of payment will be Cash.
6. Bids must be delivered to the address below on or before October 19, 2026, at 2.30 p.m. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened soon after closing in the presence of the bidders’ representatives who choose to attend.
7. All Bids must be accompanied by a Bid Security in the form of a Bank Guarantee: LKR 3,500,000.00 for Lot 01, LKR 1,300,000.00 for Lot 02, LKR 65,000.00 for Lot 03, and LKR 58,000.00 for Lot 04.
8. A Pre-Bid Meeting will be arranged at 10:30 a.m. on October 2, 2026, in the Conference Room at the address given below.
