De programma's Landbouw&Voedsel (L&V) en Kwaliteit Openbaar Bestuur (KOB) zoeken een programmabeheerser die zowel op strategisch als operationeel niveau de twee programma's in control weet te houden. De programmabeheerser co?rdineert de bedrijfsvoeringsthema's binnen L&V en KOB. Je bent verantwoordelijk voor de beheersing van tijd, geld, scope, informatie, organisatie, risico en kwaliteit (GROTIK). Als programmabeheerser ben je de rechterhand van de programmamanager en H-manager en je bent de schakel tussen programmamanagement, inhoudelijke uitvoering en bedrijfsvoering. Daarnaast faciliteer je de teamleiders en collega's in de programma's bij de invulling van hun werkzaamheden. Zowel binnen als buiten het programma ben je aanspreekpunt voor alle bedrijfsvoeringprocessen zoals de sturing & verantwoordingscyclus, audit & control en de capaciteitsrapportages. Je houdt een dashboard bij, verzorgt de voortgangsrapportages en je werkt mee aan het opstellen van het jaarlijkse werkplan. Je faciliteert de overkoepelende overlegvormen binnen het programma. De functie is met name intern gericht. Je hebt een zelfstandige en proactieve signalerende rol richting programmamanager m.b.t. de programma-brede beheersing op de aspecten tijd/planning, geld/budget, kwaliteit, scope en risicomanagement. Richting teamleiders en collega?s in het programma heb je een aansturende rol met betrekking tot zowel het tijdig, adequaat en zorgvuldig beschikbaar krijgen van de benodigde informatie. Je werkt nauw samen met collega programmabeheersers van andere programma's. Concreet houdt de opdracht in: Je co?rdineert de inzet en samenwerking met collega?s binnen en buiten het programma ten behoeve van de beheersing en voortgang van het programma. Je bewaakt en verzorgt inzicht (rapportages) m.b.t. het programma- en personeelskostenbudget en de bezetting van het programma. Hiervoor schakel je intensief met de teamleiders en H-managers.Je signaleert en benoemt risico?s en kansen, samen met de teamleiders, op basis van een analyse van de in- en externe (politieke en maatschappelijke) omgeving, je stelt beheersmaatregelen op en zorgt voor de bewaking daarvan. Je beheert de overall planning van besluitvorming, mijlpalen en concernvragen en acteert hierop proactief in de richting van de programmamanager en teamleiders. Jij bent het aanspreekpunt voor de Sturings- en Verantwoordingscyclus (S&V), reviews en audits en je co?rdineert en zorgt voor de inbreng vanuit het programma voor de S&V-documenten, zoals programmaopdrachtformulier, programmaplan, begroting, tussenrapportages, jaarstukken.
