Description

The proposed €30m+ project to dredge the harbour involves the dredging, stabilisation and beneficial reuse of circa 240,000 cubic metres of contaminated but non-hazardous bed material. This material is located within the confines of the West and East piers of Howth harbour in four main zones known as: * the fishing basin between West and Middle Piers * the channel which provides access from sea * the outer swing mooring area to the north of the inner break water * the inner Marina basin which is adjacent to the public slipway and channel It is proposed that this material is treated and stabilised in a location on the Middle Pier and pumped to a location to the West of the West Pier where it is to be used as the core infill of a new reclaimed multi use land area. The project was submitted for planning to Fingal County Council (F21A-0368) where it was approved but appealed by a third party to ABP, planning permission was subsequently granted by ABP in 2024 (ABP-314487-22). * ABP planning link: 314487 | An Coimisiún Pleanála - * ABP Planning Report: r314487.pdf * The project is subject to EPA licencing, the process of which is in the final stages. Documents relating to the EPA application W 0312 can be found here: Authorisation Profile | LEAP Online DAFM has decided to engage a Quantity Surveying firm with experience in marine civil engineering projects to: * To carry out a review of final design documents and tender pack prior to going to tender to ensure compliance with the relevant public works quantity surveying norms and requirements and to identify and assist in the minimalization of drawing discrepancies, quantity discrepancies or other contractual matters that may give rise to lack of clarity or commercial risk to the minister during the tender and award process. * To carry out ongoing monitoring at commercial review and advice relating to contract administration valuations and quantification of elements like change orders value, engineering proposals, all or alternate proposals from the main contractor. * To assist in assessment review and row bottle of claims or compensation events and assist in providing quantification and back up advice for dealing with conciliation events. * To carry out a monthly site visit throughout the works. And report on same. Tenderers shall note that the Bill of Quantities for this project will be measured in accordance with the TII Rules for Measurement and Pricing (RMP). The commencement date for this project predates the mandate to use CESSM 4 revised.
