Anskaffelsens formål er å inngå kontrakt om kjøp av prosjektledelse og prosjektarbeid for opprettelse av beredskapsråd for satellittbaserte tjenester. Med utgangspunkt i Totalberedskapsmeldingen, og som en del av arbeidet med å utvikle en langtidsplan for sivil beredskap, skal NFD som ansvarlig departement opprette et beredskapsråd for området «satellittbaserte tjenester».
