The Government of the Republic of Mozambique (GoM) has applied for financing from the World Bank toward the cost of the Sustainable Energy and Broadband Access in Rural Mozambique Project (PROENERGIA+), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) aim to provide the Integrated Electrification Planning and Coordination Unit (UIPCE) within the Ministry of Mineral Resources and Energy (MIREME) with a national digital monitoring, reporting and verification (dMRV) platform in order to enable reliable, timely, and integrated tracking of energy access results across on-grid and off-grid programs.
The dMRV platform will serve as the core government-owned digital system for monitoring progress toward universal access to electricity and clean cooking by 2030, and for tracking aggregated results under the Programa Nacional Energia para Todos, SDG 7, the Mozambique Energy Compact, Mission 300, Proenergia Plus, ASCENT Mozambique, and another relevant donor-supported program.
The assignment is expected to be completed up to the closing of ProEnergia Plus, expected by the end of 2027.

MIREME now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criterias are proven and documentary evidence of:
- at least ten (10) years of experience in the design, provision, and operation of dMRV platforms including one (1) operational and currently used by a national or regional energy access programs or comparable government monitoring frameworks;
- the proposed platform shall be an established solution, operational and in active use for monitoring and reporting purposes for at least five (5) years;
- experience in the energy sector, infrastructure, climate, or related development sectors, preferably in contexts involving electrification, energy access, or clean cooking;
- experience in the provision and operation of software-as-a-service (SaaS) platforms already deployed at national or regional level;
- experience managing platforms handling aggregated data, dashboards, analytics, and standardized reporting for public sector use;
- experience ensuring data security, access control, and data governance consistent with government requirements; and
- experience delivering capacity building, training including ongoing user support to government counterparts using the same platform proposed under this assignment.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 and amended over time (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
