Scope of Assessment: The Ministry of Education has planned to pilot the two interventions in the designated provinces in 2026.
Intervention 1: Positive Discipline ā 10 schools each in 6 provinces; Western, Central, Southern, Northern, North Central, and Uva provinces Intervention 2: Skills for Transformation (S4T) ā 100 schools in Eastern province (50 previously targeted schools and 50 newly targeted schools) For the Positive Discipline intervention, all participating schools are expected to be covered during the final assessment.
Qualitative data collection should include, per school, one focus group discussion (FGD) with students, two FGDs with teachers, and one FGD with parents.
In addition, one key informant interview (KII) should be conducted with the principal of each school, along with at least three KIIs per district with district-level education representatives.
For the Skills for Transformation intervention, a comparable qualitative approach should be applied, based on a purposive sample of approximately 25 schools selected using agreed criteria.
Given the sensitivity of the topics, surveys should be administered directly to beneficiary students (i.e., not conducted online).
For both interventions, an average of approximately 40 student respondents per school is expected for the survey.
Classroom observations using a standardized tool are also expected to assess changes in teachersā behaviour, instructional practices, and studentsā participation.
