1. Background
The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Dodoma Integrated and Sustainable Transport (DIST) Project. This multi-agency initiative involves four (4) key implementing entities: the Tanzania National Roads Agency (TANROADS), the Tanzania Rural and Urban Roads Agency (TARURA), the Land Transport Regulatory Authority (LATRA), and the City Council of Dodoma (CCD).
The Government intends to apply part of the proceeds of this credit to eligible payments under a contract for the Provision of Consultancy Services for an Urban Transport Planning Specialist.
2. Objective of the Assignment
The objective of the consulting services (“the Services”) is to strengthen the institutional capacity of the City Council of Dodoma in urban transport planning and management, including parking policy development and implementation, and transport infrastructure planning and development.
The assignment is expected to commence immediately after contract signing and will have a duration of twenty-four (24) months, renewable subject to satisfactory performance.
3. Invitation for Expressions of Interest
The City Council of Dodoma (CCD) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This should include a detailed Curriculum Vitae (CV) highlighting experience in similar assignments and comparable working conditions.
Only Consultants who meet the required qualifications and experience as outlined in this REOI and the Terms of Reference (ToR) will be considered for shortlisting. Shortlisted candidates will be invited for an interview.
4. Scope of Services
The Consultant will be responsible for supporting the City Council of Dodoma in urban transport planning, including:
i. Development of urban transport strategies and plans;
ii. Traffic analysis, modeling, and forecasting;
iii. Public transport planning, including Bus Rapid Transit (BRT) systems;
iv. Non-Motorized Transport (NMT) planning;
v. Road safety improvements and traffic management measures;
vi. Preparation of technical reports in accordance with World Bank standards.
5. Qualifications and Experience
Applicants should possess the following qualifications and experience:
a) Education:
i. Master’s Degree in Civil Engineering, Transportation Engineering, Urban transport Planning, or a related field from a recognized University.
b) Working experience:
The experience should cover the following areas:
i. Demonstrated experience of at least ten (10) years in applying urban transport planning methodologies, techniques, and best practices in a developing country context, preferably in Sub-Saharan Africa. Experience should cover:
ii. Experience of at least three (3) years working on urban transport initiatives in developing countries in Sub-Saharan Africa, with an understanding of the specific challenges and opportunities. Experience in Tanzania or the East African region would be a significant asset.
iii. Experience of at least three (3) years working on projects funded by international organizations, understanding their procedures, reporting requirements, management, and stakeholder engagement given the World Bank funding for the DIST project.
c) Language experience:
Proficiency in written and spoken English is mandatory.
6. Selection Method
The selection will be conducted in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (dated September 2023), using the Selection of Individual Consultants method.

i. An Expression of Interest (EOI) letter;
ii. A detailed Curriculum Vitae (CV);
iii. Copies of relevant academic and professional certificates;
iv. Names and contact details of at least three (3) referees.
