The United Nations intends to solicit competitive proposals for
The long-term supply of Petroleum, Oil and Lubricants (POL) and associated fuel management services in support of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).
Description of requirement:
The primary objective is to enter into a long-term fuel contract, which, inter-alia will include the provision of
Jet A-1, Diesel, Gasoline, and Oils and Lubricants to MINUSCA at locations in Central African Republic
(CAR).
The requirements include, among others:
• Taking custody of, operating, and maintaining existing United Nations-owned fuel storage and distribution facilities located throughout the Mission area; including supplying all required spare parts, consumables, tools and maintenance materials necessary for the operation of fuel infrastructure;
• Sourcing, importing, customs clearing, and delivering POL products.
• Managing the storage, handling, and distribution of POL products at the Kolongo Fuel Depot and other UN fuel storage facilities throughout CAR;
• Maintaining the Mission's fuel reserves in accordance with UN operational requirements;
• Providing into-plane refueling services for aviation operations;
• Providing vehicle and generator refueling services at designated UN locations;
• Performing bulk fuel deliveries to Mission sites and remote operating locations as required;
• Establishing and implementing comprehensive Quality Assurance and Quality Control (QA/QC) programs to ensure compliance with applicable international standards and UN requirements; and
• Utilizing, where necessary, securing commercial fuel storage, transportation, and support infrastructure located within and/or outside the Central African Republic to ensure uninterrupted service delivery.

(iii) This Request for Expression of Interest does not constitute a soclitation; and the United Nations Procuremement Division reserves the right to change or cancel this Request for EOI.
(iv) No further details of the requirements will be provided until the solicitation is issued.

Specific Requirements/Information
Pre-qualification Criteria:
Interested bidders are required to provide proof that the bidder has experience delivering fuel anywhere in the world e.g.(i) copy of valid fuel service license in Central African Republic or any other country OR (ii) copy of audited financial statements where the activity of delivering fuel services is explicitly mentioned, etc.) OR (iii) a copy of an agreement with a subsupplier that has proven experience delivering fuel, alongside the corresponding proof for the sub-supplier.
