UNESCO Office for Iraq invites proposals from qualified organizations and institutions to design and deliver an 11-month capacity-building programme for civil society organizations (CSOs) engaged in the education sector in Iraq, under the EU-funded ITALEEM programme (Equitable Access to Quality General Education in Iraq).The assignment covers three pillars: (1) Institutional Capacity Building, including strategic planning, governance, accountability, and resource mobilization; (2) Managerial Capacity Development, covering project cycle management, MEAL systems, financial and HR management, and digital transformation; and (3) External Engagement, Advocacy and Partnerships, including media engagement, policy advocacy, and multi-stakeholder networking.The selected organization will target at least 50 CSOs across five governorates (Ninewa, Erbil, Baghdad, Anbar, and Basra), conducting a minimum of 20 training workshops, 10 mentorship sessions, and supporting the development of CSO strategic sustainability plans and pilot social enterprise initiatives.Deliverables include an inception report, customized training curriculum and materials (in Arabic and English), capacity building reports, endline impact assessment, and a final project report with lessons learned.Eligibility:Open to national and international legally registered organizations with a minimum of 6 years of operational history, registered or with a legal representative in Iraq, and with demonstrated experience in at least 2 similar CSO capacity-building projects over the past 7 years.Deadline for Clarifications:31 May 2026Pre-Bid Conference (Virtual):9 June 2026, 10:00 AM Iraq timeSubmission Deadline:18 June 2026, 18:00 Baghdad local timeSubmission:baghdad.proc@unesco.org (electronic only)Participation in UNESCO tenders is free of charge.
