Description
This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective Contractors to submit proposals for foundation repair and waterproofing as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.A Non-Disclosure Agreement (NDA) (Appendix 12) must be signed and submitted by the Proponent prior to receiving the specifications and drawings. Also, a Schedule A to Appendix 12 must be submitted for each individual who will have access to the specifications and drawings. All Proponents and Subcontractors attending the site visit must also submit a completed Appendix A plus a signed Schedule A for each attendee.The work is being carried out in Building B of River Point Centre located at 146 Magnus Avenue, Winnipeg, Manitoba. River Point Centre is a mid-rise and multi-use facility consisting of four (4) interconnected buildings (A, B, C, D). The work site and units will be occupied during construction.Procurement and Supply Chain (PSC) is administering this RFP process on behalf of Manitoba. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.A mandatory site visit has been scheduled as follows:Location: 146 Magnus Avenue, Winnipeg, ManitobaDate and Time: June 5, 2026, at 10:00 AM central timeA Non-Disclosure Agreement (NDA) is required to be completed, signed and returned to the RFP Contact via email at bids@gov.mb.ca prior to attending the site visit. Each individual who will attend the site visit is to complete Schedule A to the NDA. Proponents and attendees will not be permitted to attend the site visit without these completed forms.Proponents are to meet at the front entrance of 146 Magnus Avenue, Winnipeg, Manitoba prior to 10:00 AM to sign the site attendance sheet. Proponents are to pre-register for the site visit by email to the RFP Contact at bids@gov.mb.ca. Deadline for registration is 2:00 PM on June 3, 2026. Proponents are not entitled to rely on information received from Manitoba, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.Deadline for questions June 12, 2026. All questions must be submitted to the RFP Contact at bids@gov.mb.ca. Manitoba will only address questions that were sent to this email address.Bid submission deadline is June 19, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
