Framework agreement, procurement of crushed stone 2027-2028

Metsähallitus Forestry Ltd and Metsähallitus Nature Services (hereinafter Metsähallitus) will procure crushed stone and spawning gravel for forest roads, construction projects, and stream restorations, either from a soil deposit (pit) or delivered and spread on forest roads (service description for graveling, appendix 1). The tenderer may also offer the transport of the soil material sold in their bid, in which case they will offer a coefficient relative to the graveling tariff table (appendix 2). The tenderer may refuse to sell soil materials in their bid other than delivered to the road. The bid must state the location of the soil material site and the crushed stone offered with prices at the deposit. Based on the bids, Metsähallitus will approve the suppliers for the framework agreement. The framework agreement will begin on 01.01.2027 and end on 31.12.2028. The offered prices will be subject to the index clause in appendix 5. Both the offered price of crushed stone and the transport payment coefficient will increase or decrease according to the index clause. For each application, Metsähallitus will compare the location, supply, and prices of the soil material sites of the tenderers approved for the framework agreement. Crushed stone will be procured from the tenderer with the lowest total cost. The transport cost will then be added to the pit price of the crushed stone using the equipment of the crushed stone seller or Metsähallitus's contracting partner. Before ordering or contracting, the client will check availability from the tenderer's contact person. Metsähallitus reserves the right to use its own crushed stone regardless of the bids approved for the framework agreement. Metsähallitus also reserves the right to procure crushed stone from other suppliers if the necessary crushed stone cannot be found at a reasonable distance (less than 20 km) from the soil material sites approved for the framework agreement. If the value of an individual procurement exceeds the national threshold (EUR 60,000), a contract will be drawn up (appendix 3a). If the value of an individual procurement exceeds the EU threshold (from 01.01.2026 onwards EUR 216,000), the supplier must submit criminal record extracts. For procurements below the thresholds, Metsähallitus will issue an order (see appendices 3c and 3d).
