Procurement of a parking control system The subject of the procurement was an information system for managing parking control, to be procured as a SaaS service. The current parking control system at the City of Pori, Helga, supplied by Fujitsu, does not meet all the city's needs. It is necessary to update the system to meet current requirements. Data will be transferred from the current system to the new system during the system change. Currently, the parking control system is used by 2 officials and 7 parking inspectors. Approximately 20,000 parking violation fines are recorded in the system annually. 500-800 payment demands are sent per month. Decisions on correction requests are mailed at approximately 1000 per year. The new system must be able to handle all stages from recording a parking violation fine to statistics. The parking inspector's duties include: writing the violation fine, photographing the situation, saving the images to the relevant violation fine, and printing the violation fine. The parking inspector must also identify the vehicle based on the license plate and the vehicle's location on the map. The parking inspector's tools are a smartphone and a violation fine printing device. The customer must be able to electronically check the details of any violation fine received, including images. Correction requests must be possible to make electronically within this system. The parking control system collects material from parking inspectors, and it is available in the system for the official's processing. Reports and statistics are generated from the system. Provision must be made for changes in the number of users in the system. As an option, police users may be added to the system, whose usage corresponds to that of a parking inspector. Procurement content and objectives Content and objectives are guided by laws regulating parking control and personal data registers. Personal data is processed in the service. One of the procurement objectives is to increase work efficiency, especially by reducing manual work, allowing focus on core expertise. The system to be procured is expected to provide operational reliability and modern system usability. The system is also expected to automate manual work steps, thereby achieving efficiency in work and saving working time. The system must be a ready, tested entity, and the required features must be deployable at the start of the contract period. The system deployment includes multiple interfaces. If the system provider develops the system such that new functions that facilitate and speed up work are added to the SaaS service as it develops, the Client has the right to deploy new functionalities based on this procurement. The system to be procured must have interfaces to other systems and services required by the Client, such as enforcement, payment demands, and other postings mentioned in the requirements specification, mobile payment operators, and Traficom's vehicle systems, among others. In addition, the Client has identified that in the following scope, some matters related to the service or operational chain will be implemented in cooperation with third parties: Implementation of the vehicle towing function, OPTION.
