In de gewenste situatie richt de gemeente Woerden de vervangingsopgave voor bomen in de openbare ruimte in met een duidelijke scheiding tussen de voorbereidende werkzaamheden en de uitvoerende werkzaamheden. De voorbereiding wordt ondergebracht in een afzonderlijk contract (de beoogde Raamovereenkomst). De uitvoering, inclusief de inkoop en levering van bomen en de nazorg, wordt ondergebracht in een separaat contract (waarvoor separaat één of meerdere Aannemers Uitvoeringswerkzaamheden worden gecontracteerd).
