Framework agreement for consulting formats: coaching, training, and mediation

The Gebäudemanagement Schleswig-Holstein (GMSH) AöR is a service provider for the state of Schleswig-Holstein, the Federal Republic of Germany, and other public administration bodies. As a public law institution, GMSH balances its books according to commercial law. Its main tasks include the project planning and execution of construction projects for the state, federal government, and other public administration bodies, the management of properties of the state of Schleswig-Holstein, and central procurement for the authorities of the state of Schleswig-Holstein. GMSH currently has approximately 1,800 employees. For GMSH, a corporate culture in which working together at eye level is a matter of course forms the basis for successfully completing its tasks and continuously improving in them. To this end, HR Development at GMSH offers a comprehensive portfolio of programs and instruments, such as the Leadership Academy, Leadership Onboarding, and specific offerings for professional target groups. In line with a systemic understanding, we strengthen personality, individuality, and self-reflection in all our offerings. In addition to qualification programs for various groups, our portfolio also includes numerous consulting services and individual formats. The self-management skills of employees should always be promoted, especially in the context of agility, uncertainty, and change. With this tender, we are looking for partners who will support us in qualification and individual further development. The tender is for the following service areas: • A Coaching • B Training • C Mediation GMSH provides pools for the respective service areas to match employees with coaches/trainers/mediators based on specific needs. Applications for one or more service areas are possible. We ask all bidders to apply for each service area in which they wish to operate. The following maximum amounts apply to the framework agreement regarding the required services: Lot 1 (Coaching): €468,000 net based on the maximum duration of the framework agreement (4 years). Lot 2 (Training): €754,000 net based on the maximum duration of the framework agreement (4 years). Lot 3 (Mediation): €176,000 net based on the maximum duration of the framework agreement (4 years). The contracting authority calls off hours/orders as needed. The contractor has no entitlement to a specific volume of service calls. Admission to the pool for each lot is granted if at least 65 points are achieved in the overall evaluation according to the evaluation matrix. There is no limit to the number of providers with whom a contract will be concluded per lot. Those applicants who meet all formal requirements and for whom no grounds for exclusion exist will be invited to submit an offer (Phase 2). There is no limit to the number of applicants invited to submit an offer per lot. Negotiation meetings are expected to take place in calendar weeks 4/5/6 of 2027.
