Framework agreement for location marketing and location quality development for the residential location Waldviertel

This procurement procedure aims to establish a framework agreement for location marketing and location quality development services for the contracting authority and its member municipalities. The primary objective of this framework agreement is to procure ongoing services in these areas, not only for the contracting authority and its current member municipalities but also for any new member municipalities that join during the agreement's term, as well as for other projects undertaken by the contracting authority. The framework agreement will be valid for a period of four years. Immediately following the conclusion of the framework agreement, an initial call-off will be made. The bidder ranked first in the procurement process will be awarded the contract for the provision of location marketing and location quality development services for the "Living in Waldviertel" project. This contract will be established between the contracting authority and the highest-ranked bidder. The tender seeks to contract a service provider to carry out services for the Interkomm Waldviertel association and its member municipalities. The contractor will assume strategic and operational tasks in areas including residential location development, activation of vacant properties, location marketing, knowledge exchange, public services, healthcare provision, municipal and regional analyses, and the enhancement of location quality in digitalization, climate and energy, mobility, spatial planning, soil protection, citizen participation, and skilled labor acquisition. It is mandatory to build upon existing programs, structures, and networks in the execution of these services.
