Framework Agreements IT Services 2027 onwards

The subject of this tender is the conclusion of framework agreements for the procurement of IT services, including those for IT projects. The services to be provided include consulting, software development, software configuration, and testing. The focus is on services for the (further) development and operation of applications in the air traffic control environment (Air Traffic Services ATS, Operations Support Systems OSS, Business Support Systems BSS, and COM environment), as well as other IT systems (IT commissioning, cloud services, Business Intelligence (BI), license management, Collaborative Development Platform Services (KEP), project and portfolio management tools). It is planned to conclude framework agreements (RV) with the most economically advantageous bidders, which can be used by all companies in the DFS Group. Before any call-off from the framework agreements in the respective lots, there will be a so-called mini-competition. The framework contract partners are not obliged to submit an offer in every mini-competition. These mini-competitions will decide which framework contract partner receives a call-off from the framework agreement. Scope Lot 1 (ATS Systems Services): up to 15,000 person-days / year. Scope Lot 2 (BSS, OSS Systems and COM Environment Services): up to 4,500 person-days / year. Scope Lot 3 (Comprehensive System/Product Software Development, as well as Project Execution and Commissioning Projects): up to 10,000 person-days / year. Scope Lot 4 (Services in the area of IT commissioning, operation, and IT project measures for DFS administrative IT): up to 1,300 person-days / year. Scope Lot 5 (Services in the DFS Cloud – Data Center for ATS Systems): up to 1,000 person-days / year. Scope Lot 6 (Services in the BI environment (Business Intelligence)): up to 650 person-days / year. Scope Lot 7 (Services in the area of Software License Management): up to 650 person-days / year. Scope Lot 8 (Services in the area of DFS's central software development infrastructure ("Collaborative Development Platform Services", KEP Services), both in the on-premise system house and in the cloud (Azure)): up to 1,200 person-days / year. Scope Lot 9 (Further development, maintenance, and operation of an existing Project and Portfolio Management Tool (PPM Tool)): up to 60 person-days / year. There is no obligation to accept services from the framework agreements. Further details on the required services can be found in the individual descriptions of the respective lots.
