Rail Nordica, planning services 2026-2030 The procurement is part of the framework project "Planning of European standard gauge railway connections Tornio—Haaparanta—Kemi". CONTENT OF THE PLANNING PROJECT Rail Nordica project will plan a standard gauge connection from Haaparanta in the Tornio and Kemi regions. In addition, the planning includes, for example, the Tornio—Röyttä and Kemi—Röyttä connection sections, possible cross-border connections in the Tornio region, and one new transshipment point. The planning includes different planning stages as well as the necessary separate surveys, measurements, and ground investigations. The project form is a collaborative planning project including a development phase and a planning implementation phase. In the development phase, among other things, the content of the project and the scope of the general plan will be defined, an EIA program will be prepared, and an operating model and management system for the implementation phase will be created. The development phase is scheduled for 2026. Separate agreements will be concluded for the development phase and the possible implementation phase. During the development phase, the prerequisites for moving to the implementation phase will be assessed, and the contracting authority will decide on the initiation of the implementation phase. OBJECTIVES OF THE PLANNING PROJECT - Ensure the administrative readiness of the project to move to the implementation phase (optimally promoting construction readiness by sub-units). - Ensure the commitment of project parties to the schedule and the progress of necessary administrative processes through active stakeholder cooperation. - Produce timely information for decision-making to ensure the smooth progress of the Rail Nordica project - Meet TEN-T requirements and ensure the implementation of a technically high-quality standard gauge system in Finland.
