Original language: noDeltakelse i EUs rammeprogram for forskning og innovasjon er en høyt prioritert aktivitet ved NTNU. Dette gjelder både nåværende rammeprogram – Horisont Europa – og neste rammeprogram, som skal starte i 2028. Deltakelse skjer i form av prosjekter som mottar økonomisk støtte fra EU. Prosjektene må følge betingelsene gitt i EUs retningslinjer for de ulike prosjekttypene. Dette inkluderer økonomiske retningslinjer. Samtidig må man sikre etterlevelse av retningslinjer som gjelder generelt for NTNU. Økonomioppfølgingen av prosjektene innebærer ansvar for å følge opp økonomien i prosjektets livssyklus, fra søknad til avsluttet prosjekt. NTNU har egne rutiner og maler for økonomirapportering til EU og statusrapportering internt. For søknader og prosjekter som har flere partnere og koordineres av NTNU, innebærer oppfølgingen også oppfølging av partneres budsjettering og rapportering. Tydelig og forståelig kommunikasjon overfor interne og eksterne målgrupper er vesentlig i alle prosjektfaser. NTNU har eget personell (prosjektøkonomer) som utfører disse oppgavene, men NTNU vil ha behov for å supplere med eksterne ressurser. Behovet vil kunne variere over tid. Tilbudte ressurser må kunne håndtere en portefølje av søknader og prosjekter. Porteføljen vil som regel tilhøre en eller flere organisatoriske enheter ved NTNU. Det kan også være aktuelt med andre mer avgrensede oppgaver. Se Bilag 1 Oppdragsgivers kravspesifikasjon for nærmere informasjon om hvilke tjenester/arbeidsoppgaver rammeavtalen omfatter. Det skal inngås rammeavtale med en leverandør. Oppstart av kontrakt er snarlig etter tildeling. Kontraktens varighet er 2 år, med mulighet til å prolongere i 1+1 år, til sammen inntil 4 år.
