Original language: noOppdragsgiver er Nettverk av Petroleumskommunar (NPK), som i dag består av 8 medlemskommuner: Alver, Aukra, Aure, Austrheim, Bokn, Hammerfest, Tysvær og Øygarden. Aukra kommune ved ROR-innkjøp (vertskommunesamarbeid via Molde kommune) bistår med utlysningen av anskaffelsen.Nettverk av petroleumskommunar (NPK) skal ivareta medlemskommunenes interesser knyttet til store infrastrukturanlegg i energisektoren, herunder ilandføringsanlegg for olje og gass. NPK skal arbeide for å sikre det nødvendige politiske og rettslige rammeverket rundt slike anlegg til medlemskommunenes beste, og slik at anleggenes verdiskaping også kommer vertskommunene til gode. NPK er et rådgivende og koordinerende nettverk for ilandføringskommuner med olje- og gassanlegg. Det er den enkelte medlemskommune som vil gjøre avrop under rammeavtalen.Formålet med anskaffelsen er å inngå rammeavtale med én leverandør (Leverandør) for medlemskommunenes kjøp av bistand til takstnemnd/sakkyndig nemnd for taksering av ilandføringsanlegg for olje og gass for eiendomsskatteformål. Oppdraget vil også omfatte eventuelle tilleggstakseringer som finner sted i løpet av rammeavtalens varighet. Utførelsen av taksering skal følge kravspesifikasjonen (se vedlegg 3).Rammeavtalens varighet er tre år med opsjon på forlengelse med ytterligere 3 + 3 år. Lang varighet på rammeavtalen begrunnes med at taksering ligger til grunn for behandling i rettsapparatet opp til øverste instans. Slike prosesser kan ta flere år, og det er hensiktsmessig å kunne leie inn samme leverandør i hele rettsbehandlingen.Rammeavtalen estimeres til en verdi på om lag 6 MNOK ekskl. mva. På bakgrunn av usikkerhet knyttet særlig til omfang av bistand til klagebehandling settes den totale verdien på kontrakten til 10 MNOK ekskl. mva.
